$345,000 Grant Paves Way for Venango County Recycling Center

Harrisburg, Pa. (EYT) – Venango County has received a state grant that will help pave the way for a new recycling center.

The announcement of the $345,502.00 grant was made as part of a state-wide release issued Friday afternoon by the Pennsylvania Department of Environmental Protection (DEP).

In March, the Venango County Commissioners approved a request from the Venango County Planning Commission to apply for the grant.

The grant will cover the start-up costs of a recycling center, which would most likely be located in Cranberry Township/Seneca area.

“The idea would be to create a recycling center to serve all county residents,” Venango County Planning Commision Executive Director Jason Ruggiero told exploreVenango.com in a previous interview.

“It would be similar to the bins at the Two Mile County Park and some other municipalities. County residents could drop off plastic, glass bottles, cans, all the stuff you think about when recycling. They would also be able to drop off the things we have had special collections at the mall for like electronics, refrigerators, dehumidifiers, household hazardous wastes like paints and chemicals, those types of things. They wouldn’t just be confined to the once a quarter or once every other month drop off like they are now.”

A smaller DEP grant of approximately $35,000.00 issued earlier this year is being used for a feasibility study that will ensure a full-time recycling center makes sense for Venango County.

Ruggiero said the county wants to conduct the feasibility study because of the success it has had with its quarterly and sometimes bi-monthly recycling collections at the Cranberry Mall over the past several years.

“It keeps growing in popularity,” Ruggiero said. “And, the state has passed laws that prohibit people from just putting certain items at the curb (for the garbage haulers). Things like TVs, household hazardous waste like household chemicals, antifreeze, things like that. We would take all of that plus your standard recycling items like glass, newspapers, cardboard, plastics.”

Ruggiero believes a recycling center is important for two reasons.

“One, we have seen the need for these types of services through our special collections at the mall,” Ruggiero said. “When I started, we have (special collections) once a year. Last year, I think we did one every other month. We can show the numbers that our residents are using those services and show a need in the county for them.”

Ruggiero also believes having a recycling center is important from a community development standpoint.

“When people consider coming to the area, moving to the area, these are the kinds of amenities they are looking for,” Ruggiero said. “Being able to recycle and dispose of electronics, these are things people from bigger areas are used to. When we don’t have them, we are not as competitive as a community.”

Venango County was one of 195 county and municipal governments to receive a grant, according to Friday’s announcement by the DEP.

The grants, which include efforts related to recycling collections and education as well as leaf litter pickup, totaled over $37 million.

“By providing these grants, we are helping bolster recycling in communities all over Pennsylvania, and reduce the amount of material going into our landfills,” said DEP Secretary Patrick McDonnell. “Whether it’s from increased education for residents or an entire facility for sorting recyclables, these grants are making a difference.”

Through the grant program, municipalities and counties in Pennsylvania are eligible for up to 90 percent funding of approved recycling program costs. Municipalities that are designated financially distressed under the Financial Distressed Communities Act are eligible to receive funding for an additional 10 percent of approved costs. Grants were also awarded based on programs designed to meet current market demands for recyclable goods.
