79-Year-Old Oil City Man Faces Nearly 50 Child Sexual Abuse Charges

OIL CITY, Pa. (EYT) — A 79-year-old Oil City man is accused of nearly fifty counts of child sex crimes involving three victims.

Court documents indicate the Franklin-based State Police filed criminal charges against 79-year-old William Albert Krupitzer, of Oil City, for alleged crimes that occurred various times during the years of 2003, 2005, and 2017.

According to a criminal complaint, around 12:55 p.m. on Monday, March 12, Trooper Haun, of PSP Franklin, interviewed a male who arrived at PSP Franklin to report that he was sexually assaulted by William Albert Krupitzer when he was a child.

The victim reported that when he was nine or ten years old, the sexual abuse started. He related that all of the abuse occurred at an Innis Street residence in Oil City. The assaults involved fondling, groping, and oral sex, the complaint states.

The victim indicated that he came forward after a second victim had reported abuse by Krupitzer.

Around 8:20 a.m. on Monday, March 19, Trooper Haun interviewed the second victim. The victim said she reported her abuse to healthcare professionals, but hadn’t gone into detail about what happened.

According to the complaint, the victim told Trooper Haun that when she was approximately 15 years old, she was sleeping, and Krupitzer put his hand down her pants and touched her while touching himself. She said she rolled over, so he would stop touching her. She told Trooper Haun the abuse only happened once, but prior to it there were “warning signs.”

The victim said that Krupitzer left notes on his computer for her to read. The notes read “you guys are old enough to explore this” or something similar. Krupitzer wrote down instructions that would direct them to adult pornographic websites. She also said that he left a note with directions to a specific folder for her to open on the computer, and when she opened it, it displayed a photo of Krupitzer with his pants down, touching himself, according to the complaint.

She said after viewing the website and the folder once, she never viewed anything else again. She said the notes continued, but she didn’t know for how long. The victim also said she sent Krupitzer an email warning him that if he ever touched her again that she would get him in trouble. Krupitzer responded by calling her a (derogatory sexual name).

In August of 2017, the second victim came forward about the sexual abuse after discovering potential sexual abuse of a third victim.

According to the complaint, around 1:30 p.m. on Tuesday, April 3, Trooper Haun received the third victim’s forensic interview recording from a CYS supervisor. The forensic interview took place around 4:03 p.m. on Wednesday, March 21. The third victim — a 10-year-old girl — indicated that Krupitzer had grabbed/fondled her butt and caused her to touch his penis.

Based on the investigation, the following charges were filed against Krupitzer on Tuesday, April 17, in Magisterial District Judge Matthew T. Kirtland’s office:

– Contact/Comm. W/Minor-Sexual Offenses, Felony 1 (five counts)
– Criminal Attempt — Aggravated Indecent Assault — Complainant Less Than 16, Felony 2
– Indecent Assault Person Less 13 Years Age (eight counts)
– Contact/Comm. W/Minor-Sexual Offenses, Felony 2
– Corruption Of Minors — Defendant Age 18 or Above, (eight counts)
– Unlawful Contact With Minor — Sexual Offenses, Felony 3 (eight counts)
– Indecent Assault Person Less than 13 Years of Age, Misdemeanor 1 (five counts)
– Corruption Of Minors, Misdemeanor 1 (eight counts)
– Indecent Assault Person Less 13 Yrs Age

Krupitzer is currently awaiting a preliminary hearing.
