Another Venango County Killer Seeks Early Release

FRANKLIN, Pa. (EYT) — Another Venango County killer is hoping to get out of prison early.

Former Oil City resident Nicholas Bowen, 36, was convicted of the October 1997 murder of 4-year-old Shenee Freeman.

He pleaded guilty to her murder and was sentenced to life in prison. Prosecutors had sought the death penalty, but Bowen’s plea ended that effort. Charges of second-degree murder, rape and involuntary deviate sexual intercourse were dropped.

Bowen is currently an inmate at a state prison in Luzerne County.

According to court documents, Bowen’s re-sentencing hearing is scheduled for 9 a.m., Friday, March 3 in Courtroom 1 in the Venango County Courthouse.

Last summer, 40-year-old Michael Foust sought a chance at an earlier parole date and it was granted, but not until he is 77.

Foust was 17 when he murdered Russell Rice Sr. and Darla Bump in Sugarcreek in 1993.

Foust’s pursuit of parole came after recent Supreme Court rulings.

In Miller v. Alabama (2012), the Supreme Court ruled it is unconstitutional to impose a mandatory life sentence without hope of parole against juvenile offenders.

The Supreme Court ruled last year in Montgomery v. Louisiana that Miller v. Alabama must be applied retroactively.
