California to Venango County Postal Mail Drug Trafficking Ring Broken Up

FRANKLIN, Pa. – Attorney General Kathleen G. Kane today announced the breakup of a cross-country drug trafficking ring responsible for distributing at least $700,000 worth of marijuana and $100,000 worth of cocaine in Venango County.

“This case illustrates my priority of protecting all Pennsylvanians — not just those in urban areas,” Attorney General Kane said. “Drug trafficking organizations know no geographic boundaries; neither should law enforcement.”

According to the criminal complaints, Dean Graham and Graydon Graham, both former residents of Franklin living in California, contacted David Reed about shipping marijuana and cocaine to Venango County through the U.S. Postal Service.

Parcels were allegedly shipped at least twice a month over the past year to Reed’s Bredinsburg Road residence. Once the packages were received, Reed allegedly enlisted the help of family and friends to distribute the drugs throughout Venango County.

Agents believe that at least one kilo of cocaine and hundreds of pounds of marijuana made their way across the country from California to Venango County through the Postal Service.

Law enforcement in California executed a number of search warrants and seized 300 live marijuana plants and two vehicles. Search warrants in Pennsylvania and California resulted in the seizure of $18,000 cash and a gun.

Attorney General Kane thanked Venango County District Attorney Shawn White, the Los Angeles Police Department, the U.S. Postal Inspection Service, the City of Franklin Police Department and the Oil City Police Department for their assistance with the investigation.

“I likewise thank the various agencies for their hard work and cooperation as I remain committed to protecting the residents of Venango County,” District Attorney Shawn White said.

The case will be prosecuted in Venango County by Venango County District Attorney Shawn White’s office.

The forfeitures in this case are being handled by the U.S. Postal Inspection Service.

Below is a complete list of the defendants and the charges against them.

–Graydon Graham, 40, 22100 Victory Blvd, Apt. D312, Woodland Hills, CA, is charged with three counts of corrupt organizations, one count of conspiracy, one count of delivery of marijuana/cocaine and one count of criminal use of a communication facility.

–Dean Graham, 68, 20560 Ventura Blvd., Building 1, Apt. 111, Woodland Hills, CA, is charged with three counts of corrupt organizations, one count of conspiracy, one count of delivery of marijuana/cocaine, one count of delivery of cocaine, one count of delivery of marijuana and one count of criminal use of a communication facility.

–Gary Graham, 20, 20524 Ventura Blvd., Building 6, Apt. 217, Woodland Hills, CA, is charged with three counts of corrupt organizations, one count of conspiracy, one count of delivery of marijuana/cocaine, one count of delivery of cocaine, one count of delivery of marijuana and one count of criminal use of a communication facility.

–Matthew Graham, 20, 20524 Ventura Blvd., Building 6, Apt. 217, Woodland Hills, CA, is charged with three counts of corrupt organizations, one count of conspiracy, one count of delivery of marijuana/cocaine, one count of delivery of cocaine, one count of delivery of marijuana and one count of criminal use of a communication facility.

–David Reed, 25, 2347 Bredinsburg Road, Franklin, Venango County, is charged with three counts of corrupt organizations, three counts of delivery of cocaine, two counts of delivery of heroin, two counts of delivery of marijuana, one count of conspiracy and one count of criminal use of a communication facility.

–Matthew Nulph, 22, 729 Elk St., Franklin, Venango County, is charged with three counts of corrupt organizations, one count of conspiracy and one count of possession of drug paraphernalia.

–Kyle Nulph, 25, 729 Elk St., Franklin, Venango County, is charged with two counts of corrupt organizations, one count of conspiracy and one count of possession of drug paraphernalia.

–Hillary Sanford, 30, 212 East 4th St., Oil City, Venango County, is charged with three counts of corrupt organizations and three counts of conspiracy.

–James Murray, 27, 212 East 4th St., Oil City, Venango County, is charged with three counts of corrupt organizations and three counts of conspiracy.

–Michael Shannon Prahl, 31, 2347 Bredinsburg Road, Franklin, Venango County, is charged with three counts of corrupt organizations, one count of criminal conspiracy, one count of delivery of cocaine, one count of possession of marijuana and one count of delivery of marijuana.

–Caleb Boocks, 19, 605 Upper Sage St., Oil City, Venango County, is charged with two counts of possession of marijuana and one count of possession with the intent to use drug paraphernalia.

–Timothy Seeley, 41, 9 Crestview Ave., Suite 2, Franklin, Venango County, is charged with one count of criminal attempt and one count of possession of marijuana.

–Stephen Graham, 21, 2880 Wallaceville Road, Titusville, Crawford County, is charged with one count of possession of marijuana and one count of possession with the intent to use drug paraphernalia.

–Joshua Young, 21, 419 Cooperstown Road, Cooperstown, Venango County, is charged with one count of criminal attempt and one count of possession of drug paraphernalia.

–Michael Grinnell, 37, 46 Hamburg Road, Greenville, Mercer County, is charged with two counts of possession of marijuana.

–Evan Grinnell, 32, 46 Hamburg Road, Greenville, Mercer County, is charged with one count of possession of marijuana.

–Brad Bell, 33, 556 Neshannock Road, Apt. Suite B, Hermitage, Mercer County, is charged with one count of possession of marijuana and one count of possession with the intent to use drug paraphernalia.

–Kyle Conn, 24, 630 10th St., Franklin, Venango County, is charged with three counts of corrupt organizations, one count of conspiracy, one count of delivery of marijuana and one count of criminal use of a communication facility.
