Franklin Police Officer Assaulted Outside UPMC Northwest

FRANKLIN, Pa. (EYT) — A man is behind bars, facing felony charges after he allegedly assaulted a Franklin City Police officer late Tuesday evening.

Around 5:38 p.m. on Tuesday, April 10, Franklin Police received a report of a man urinating on the roadway and attempting to fight with customers at Sheetz in Franklin.

Officers arrived at the scene and observed the described Black Chrysler sedan making a left turn onto Liberty Street near its 1100 block. Officers later identified the driver as 43-year-old Joseph Ibarra of San Antonio, Texas.

Police pulled behind the sedan and noted that the driver (Ibarra) showed various signs of impaired driving. The vehicle came to a stop along Liberty Street in an emergency parking lane in the Quality Inn parking lot, and officers made contact with Ibarra while he was still inside the vehicle.

According to police, Ibarra showed various signs of impairment including slow and uncoordinated movement, slurred speech, and bloodshot eyes. He allegedly refused to comply with any instructions given by officers and had a strong odor of alcoholic beverages. The officers also observed open alcoholic beverages within the vehicle.

Ibarra refused any chemical testing. He was subsequently transported to UPMC Northwest for BAC (Blood Alcohol Content) testing. During this time, Ibarra allegedly became extremely aggressive and did not comply with any instructions.

Ibarra repeatedly threatened officers with “serious bodily injury,” according to police.

After the blood draw was conducted, Ibarra became aggressive and non-complaint again, according to police.

He was carried to a Franklin Police cruiser where he allegedly continued to resist arrest for several minutes in an attempt to hinder or injure the officers.

According to police, Ibarra intentionally attempted to headbutt one officer, striking the officer in the head and face with the back of his head. He then allegedly attempted to repeat the act by throwing his head and body toward the officers with extreme force.

Court documents indicate Ibarra was arraigned at 11:45 p.m. on Tuesday, April 10, in Magisterial District Judge Patrick E. Lowrey on the following charges:

– Aggravated Assault, Felony 2
– DUI: General; Impairment/Incompetent of Driving Safely — 1st Offense, Misdemeanor
– DUI: Highest Rate of Alcohol (BAC .16+) 1st Offense, Misdemeanor 1
– Disorderly Conduct Engage In Fighting, Misdemeanor 3
– Resist Arrest/Other Law Enforcement, Misdemeanor 2
– Terroristic Threats W/ Intent To Terrorize Another, Misdemeanor 1

Unable to post $50,000.00 cash bail, Ibarra was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 pm on Wednesday, April 18, with Judge Lowrey presiding.
