Oil City Man Charged with Alleged Child Rape, Related Crimes; Jailed on $250,000 Bail

HandcuffsOIL CITY, Pa. (EYT) – Around 5:17 p.m. today Oil City Police arrested a 64-year-old Oil City man on alleged child rape charges.

Police say after a three month long investigation, they arrested with a warrant 64-year-old Richard W. Keltz, of Oil City.

He was charged with the following offenses:

– one count of Rape of a Child
– six counts of Aggravated Indecent Assault
– three counts of Unlawful Contact with Minors
– one count of Indecent Assault

The charges are all felonies of the first and third degrees, according to police.

The charges were filed after it was learned that Keltz allegedly committed the sexual offenses with girls – ages eight, 11, and 12 – in the city of Oil City and Two Mile County Park, over a period from 2011 to January 2014 when the alleged abuse became known, police say.

Keltz was arraigned in front of District Judge Fish and placed in the Venango County Jail in lieu of $250,000.00 bail.

A preliminary hearing has been set for May 7.
