OIL CITY, Pa. (EYT) – A 52-year-old Seneca man has been arrested in connection with the alleged rape of an 11-year-old girl.

Oil City Police arrested 52-year-old Stuart James Proper, of Seneca, yesterday following an investigation into the alleged sexual abuse of an 11-year-old girl at a location on Oil City’s North Side.

Police say Proper had sexual contact with the victim on two separate occasions, once in late August and once in early September.

Proper was a live-in boyfriend of the victim’s mother, according to police.

Proper was arraigned before Magistrate Snyder and lodged in the Venango County Jail after failing to post $100,000 straight cash bail.
