Budgetary Ordinances Pass Second Reading at Oil City Council Meeting

OIL CITY, Pa. (EYT) – A number of budgetary ordinances passed on second reading at the Oil City Council meeting on Thursday night.

A third and final reading will be conducted at the December 14 meeting to official pass all of the budgetary items.

The budget of $19,885,648.00, which includes a general services budget of $7,649, 523.00, was passed on the second reading as was the setting of certain taxes and fees and the setting of the millage rate at 11.92 mills (no tax increase).

The Per Capita Tax will be $10.00, the Earned Income Tax will be one percent, the Realty Transfer Tax will be one percent, and the Local Services Tax will be $52.00. In addition, a residence tax will be $5.00, a business license fees were set as follows: $100.00 on gross receipts exceeding $100,000.00, $50.00 on gross receipts between $5,000.00 and $100,000.00, and $25.00 on gross receipts less than $5,000.00 or a new business.

The breakdown of the 11.92 mill tax is as follows: 8.54 mills for general fund purposes, 2.12 mills for expenses incurred in the operation of the City’s parks, playgrounds and recreation areas, 1.08 mills for operation of the City’s public library, and .18 mills to pay interest and principal on indebtedness incurred pursuant to the “Local Government Debt Act.”

Additionally, the schedule of water rates, which includes a slight increase, will be as follows:

Minimum monthly charge

  • For all 8-inch water meters: $106.50 per month
  • For all 6-inch water meters: $106.50 per month
  • For all 4-inch water meters: $71.50 per month
  • For all 3-inch water meters: $46.50 per month
  • For all 2-inch water meters: $26.50 per month
  • For all 1 ½-inch water meters: $21.50 per month
  • For all 1-inch or small water meters: $14.50 per month
  • In addition to the above mentioned monthly charges, the following rate schedule based on monthly reading as aforesaid also applies:

  • From 0 cubic feet to 1,600 cubic feet add $5.05 per 100 cubic feet
  • From 1,600 cubic feet to 3,200 cubic feet add $4.95 per 100 cubic feet
  • From 3,200 cubic feet to 4,800 cubic feet add $4.90 per 100 cubic feet
  • From 4,800 cubic feet to 6,400 cubic feet add $4.85 per 100 cubic feet
  • From 6,400 cubic feet to 100,000 cubic feet add $4.65 per 100 cubic feet
  • From 100,000 cubic feet to 200,000 cubic feet add $4.25 per 100 cubic feet
  • From 200,000 cubic feet to 700,000 cubic feet add $3.85 per 100 cubic feet
  • Over 700,000 cubic feet add $3.60 per 100 cubic feet
  • A 14 percent penalty will be added to any bill not paid within 20 days, and these rates will take effect January 1, 2018.

    All of the above resolutions, again, must be passed on a third reading at next week’s meeting.
