Details of the case:

According to a criminal complaint, Lt. Love of the Oil City Police Department responded to a report of an intoxicated female driver around 10:38 p.m. on Tuesday, October 9.

According to the complaint, Colleen Prokop was driving a black Ford pickup truck with her child in the vehicle.

Lt. Love made a traffic stop on the vehicle in the 1000 block of North Street.

The complaint notes that a juvenile female was located in the passenger seat of the vehicle. Prokop was emanating a strong odor of an alcoholic beverage and her speech was slurred.

According to the complaint, after field sobriety testing Lt. Love determined Prokop was under the influence of alcohol and incapable of diving. She was transported to UPMC Northwest for testing but refused a blood draw.

Lt. Love then applied for and was granted a search warrant for a blood sample from Prokop. According to the complaint, the sample, which was sent to the PSP crime lab, contained 0.17 ethyl alcohol.
