Case Proceeds Against Polk Woman Accused of Child Neglect

FRANKLIN, Pa. (EYT) — A Polk woman accused of child neglect last month waived her preliminary hearing on Wednesday in Central Court.

According to court documents, the case against 22-year-old Haley Renae Brock, of Polk, has been transferred to the Venango County Court of Common Pleas.

She faces a first-degree misdemeanor charge of Endangering Welfare of Children — Parent/Guardian/Other Commits Offense.

Court documents indicate this was the second time in a little more than a month that Brock had left her two-year-old child unattended.

According to a police report, at about 5:45 p.m., Monday, August 28, Polk Borough Police Department Sergeant Alan Heller received a call and a 911 radio dispatch indicating a toddler was found alone in Main Street Market.

Venango County CYS was also dispatched.

According to a criminal complaint filed by Sergeant Heller, the child was alone and unclothed, with the exception of a dirty diaper.

Sergeant Heller contacted Polk Borough Police Chief Edward Sharp, Jr. who confirmed that it was the same two-year-old child who was found naked in the middle of Route 62 on July 27.

Chief Sharp stated that the mother of the child, later identified as Brock, lives next to the store in an apartment located at 716 Main Street.

Approximately 25 minutes after Sergeant Heller arrived at the store, Venango County 911 called to inform him that Brock had called and was looking for her child, the complaint states.

A short time later, the child’s grandmother arrived and told the CYS worker that her grandchild exited the home while Brock was in the bathroom. When Sergeant Heller and the CYS worker went to the 716 Main Street apartment, Brock stated that she “didn’t know what happened,” according to the complaint.

The criminal complaint indicated that Brock told Sergeant Heller that she was watching tv with her two young children when she fell asleep. When Brock awoke, she was unable to find the child.

“It took 25 minutes from the time the child entered the store before (Brock) called 911 looking for the child,” said Sergeant Heller in the criminal complaint.

Brock was the only adult at the residence during this time, according to the criminal complaint.

Bail for this case was set at $15,000.00 unsecured; however she remains lodged in the Venango County Jail on a probation detainer.

The toddler’s father – Dustin Allen Morgan, 26, of Polk – was charged in late July after the same child was found standing naked in the middle of Route 62.

Morgan waived his preliminary hearing on August 2.

He remains free on $25,000.00 unsecured bail.

The cases against the couple are working their way through the court system.
