Cases Against Two Venango County Teachers Accused of Physical Relationships with Students Move Forward

VENANGO CO., Pa. (EYT) — The cases against two local teachers accused of having physical relationships with female students continue to work their way through the court system.

Court documents indicate 39-year-old Shaun McLoughlin, of Franklin, and 25-year-old Kyle Stanley Askins, of Franklin, are both scheduled to appear in Venango County court.

According to court documents, Shaun McLoughlin — an Oil City High School teacher — pleaded guilty to one count of Corruption of Minors, a third-degree felony.

He is currently free on $100,000.00 unsecured bail, with the additional condition of electronic GPS monitoring by Venango Co. Court Supervision Services.

His sentencing is scheduled for November 3.

McLoughlin is currently on unpaid leave, according to Oil City School Superintendent Pat Gavin. Gavin also said his employment status could be determined sometime in August.

Court documents indicate the case against Kyle Stanley Askins — a Franklin Middle School teacher — is scheduled for plea court at 9:00 a.m. on August 10 in front of President Judge Oliver J. Lobaugh in Venango County Court of Common Pleas.

He faces the following charges:

– IDSI (Involuntary Deviate Sexual Intercourse) Person Less Than 16 Years Age, Felony 1
– Statutory Sexual Assault: 4-8 Years Older, Felony 2
– Agg. Ind. Assault – Comp. Less Than 16, Felony 2
– Interference W/Custody Of Children, Felony 3
– Corruption Of Minors – Defendant Age 18 or Above, Felony 3
– Indecent Assault Person Less 16 Years Age, Misdemeanor 2

Askins remains lodged in the Venango County Jail on $100,000.00 monetary bail.

Due to the nature of the allegations, Askins has been placed on unpaid, administrative leave by the school district.

He is a 2010 graduate of Franklin High School.

The following statement was received by Chief Wenner of the Oil City Police Department on Friday, May 5, 2017:

The Oil City Police Department has reached the conclusion of a long-term, thorough investigation into alleged sexual misconduct by Oil City High School teacher, 39-year-old Shaun Kevin McLoughlin, of Franklin.

The investigation began in August 2016 via a report from Venango County Children and Youth Services and did culminate with the arrest of McLoughlin.

Sometime between November 2014 and April 2017, in the City of Oil City, McLoughlin, then 37 years of age at the onset of the crime(s), did engage in a course of misconduct, which tended to corrupt the morals of a then 16-year-old female student. McLoughlin encouraged the minor to conspire with him to further their relationship over the prolonged period of time.

McLoughlin engaged in a mental, emotional, and physically intimate relationship with the victim, which did turn sexual in nature after she reached her 17th birthday.

The acts occurred on the Oil City Senior High School property, both during the school day and after, while McLoughlin was engaged in his duties as a teacher/instructor. Further, McLoughlin met with the victim in person in Huntingdon, Centre, and Allegheny counties, continuing their physical relations while she was both a minor and into adulthood, after her departure from the Oil City School District in the spring of 2015.

McLoughlin devised a system for them to communicate covertly, with the intent of their relationship remaining undiscovered, using various encrypted text-based messaging, picture, chat, video, and cloud-based mobile applications. In addition to the applications, McLoughlin and the victim used alternative email addresses and phones to contact each other. In many instances, these communications were of a sexual nature.

Oil City Police collected evidence, information, and facts through a process of investigation which included forensic interviews of the victim at the Mt. Nittany Health Child Advocacy Center in Penn State, video and audio recorded statement of admission collected from McLoughlin in the presence of his council, voluntary digital and paper record submission by the victim, and search warrant(s) service for digital records held by the email/applications servers.

Askins Accused of Sexual Relationship with 13-Year-Old Student

According to a criminal complaint filed by Franklin-based State Police, 25-year-old Kyle Stanley Askins, of Franklin, and his alleged victim, a 13-year-old girl, had met outside of school on approximately 10 occasions and that staff from the school had contacted police.

The investigation was initiated on May 1 when the girl’s parents discovered she was missing around 3:00 a.m., the complaint states.

During an interview with Franklin-based State Police Cpl. Bunyak later that day, Askins allegedly admitted to engaging in a relationship with the 13-year-old victim, the complaint continues

Askins allegedly engaged in sexual intercourse with the victim on eight known occasions, according to the complaint.

“The defendant openly admitted to having oral and vaginal sex with the victim on eight occasions,” said Cpl. Bunyak, the complaint indicates.
