Cases Move Forward Against Men Busted for Drugs During Traffic Stop in Sugarcreek Borough

VENANGO CO., Pa. (EYT) – Felony drug cases against three men charged following a traffic stop in Sugarcreek Borough moved forward in court on Wednesday.

Court documents indicate the cases against 48-year-old Jerry Donald Phillips, of Polk, 33-year-old William Scott Raub, of Petrolia, and 42-year-old Kelly Eugene Shulters, of Oil City, all moved forward in court on Wednesday, June 3.

Shulters waived the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of Controlled Substance, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

The court ordered Shulters’ bail to be reduced from $15,000.00 (10%) to $5,000.00 (10%). Court documents indicate he remains lodged in Venango County Jail as of June 4.

The following charges against each Phillips and Raub were held for court:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Possession of Controlled Substance, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Phillips and Raub remain lodged in the Venango County Jail on $15,000.00 each.

The cases against all three defendants have been transferred to the Venango County Court of Common Pleas.

The charges stem from a traffic stop in Sugarcreek Borough in mid-May.

Details of the case:

According to a criminal complaint, around 11:00 p.m. on Thursday, May 14, Lt. Baker of the Sugarcreek Borough Police observed a vehicle registered to an individual with a suspended license who was also wanted on warrants. Lt. Baker then initiated a traffic stop on the vehicle in the parking lot of a business in Sugarcreek Borough.

The complaint notes the owner of the vehicle, identified as Jerry Phillips, was driving and was immediately placed under arrest on the warrants.

According to the complaint, Lt. Baker then noticed a small plastic baggie with green “$” symbols on the baggie and white powder residue inside. Lt. Baker then checked on the front seat passenger, identified as William Raub, and found he was also wanted on warrants.

Raub was then also placed under arrest. The complaint states Raub was found to have a smoking pipe and a small spoon with white residue in his possession.

The rear seat passenger, identified as Kelly Shulters, was also found to have warrants for his arrest, according to the complaint. He was also taken into custody and was found to be in possession of a small amount of methamphetamine.

A search warrant for the vehicle was then requested and granted. The complaint notes a search of the vehicle discovered six hypodermic needles in the driver’s door, a large amount of the plastic baggies with the “$” symbol in the center console, and a scale in the front seat passenger area. Another scale and more small clear baggies, matching the clear baggie of methamphetamine found on Shulters, were also found in the rear driver’s side of the vehicle.

According to court documents, Phillips was arraigned at 2:50 a.m., Raub at 3:00 a.m., and Shulters at 3:10 a.m. on Friday, May 15, with Magisterial District Judge Patrick E. Lowrey presiding.
