Clarion Man Nabbed Following Series of Undercover Cocaine Buys

devin-soberdahn-mugCLARION BOROUGH, Pa. (EYT) – A two-month long undercover drug investigation has led to the arrest of a 20-year-old Clarion Borough man.

On March 3, the following charges were filed against Devin Atma Soberdhan at Magisterial District Judge Duane L. Quinn’s office:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (5 counts)
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (5 counts)
  • Use/Possession Of Drug Parapharnalia, Misdemeanor (5 counts)
  • Criminal Use Of Communication Facility, Felony 3 (4 counts)

According to a criminal complaint filed by Clarion Borough Police Chief William H. Peck, IV, the charges stem from a series of controlled purchases of cocaine made by the Clarion County Narcotics Enforcement Team (CNET).

December 31, 2016

The criminal complaint states that a controlled purchase of cocaine was made at Soberdhan’s Park Circle residence on December 31, 2016.

Using a confidential informant, CNET purchased a small container of cocaine from Soberdhan in exchange for $170.00.

The transaction was conducted inside the residence while CNET members observed from a nearby parking lot.

January 6, 2017

A second controlled drug buy was conducted on January 6, 2017, at Soberdhan’s Park Circle residence, according to the criminal complaint.

Using a confidential informant, CNET purchased a Marlboro cigarette box containing cocaine from Soberdhan in exchange for $200.00.

The transaction was conducted inside the residence while CNET and Pennsylvania State Police Troop C Vice Unit members observed from a nearby parking lot.

January 20, 2017

The criminal complaint states that a third controlled drug purchase was conducted at Soberdhan’s Dunkle Lane residence on January 20, 2017.

A confidential informant purchased a “chunk” of cocaine from Soberdhan in exchange for $640.00.

Members of CNET and Pennsylvania State Police Troop C Vice Unit observed from nearby locations.

February 20, 2017

According to the criminal complaint, a fourth controlled drug purchase was conducted at Soberdhan’s Dunkle Lane residence on February 20, 2017.

CNET made the purchase using a confidential informant and an undercover Pennsylvania State Police Troop C Vice Unit member.

Again, the confidential informant purchased a “chunk” of cocaine in exchange for $300.00.

Search Warrant Executed at Soberdhan’s Residence

On March 3, 2017, around 9:30 a.m., a search warrant was executed at Soberdhan’s Dunkle Lane residence.

The search warrant was served and subsequently executed by CNET, Clarion Borough Police, and the Pennsylvania State Police Troop C Vice Unit.

Soberdhan was found inside the residence in his bedroom. Authorities located 1.3 ounces of cocaine inside the bedroom. Packaging, scales, and drug paraphernalia were found scattered throughout the residence, according to the criminal complaint.

At 1:30 p.m., Soberdhan was taken into custody and arraigned before Judge Quinn.

He was lodged in the Clarion County Jail after failing to post bail.

A preliminary hearing is set for March 14 at 1:30 p.m. with Judge Quinn presiding.
