Clarion Man Facing Over 250 Charges in Child Sex Abuse Case

CLARION, Pa. (EYT) – A Clarion man has been charged in connection with the alleged sexual abuse of two children at two different locations in Clarion between January 1, 2012, and February 4, 2013.

Clarion Borough Police say Kirk Raymond Andreas, 39, of Clarion, has been charged with a total of 255 crimes stemming from two cases, one involving a 7-year-old female and one involving a 10-year-old male.

According to a criminal complaint, on June 6, 2012, Officer William Peck IV received a phone call from Children’s Youth Services (CYS) reporting incidents of abuse at a home in Clarion against a 7-year-old female.

After CYS interviewed the two children in the home, ages 4 and 7, the children were taken into protective custody and were placed into a foster home.

According to a criminal complaint, on June 21, 2012, the 7-year-old victim went to Children’s Hospital in Pittsburgh for a child forensic interview.

During the interview, the victim indicated that Andreas allegedly “did bad stuff” to her.

The victim told the interviewer in detail the “bad stuff” that Andreas did and pointed to her female private area. The victim told the interviewer that Andreas touched her “once.”

The criminal complaint indicated that Andreas denied the allegations when Officer Peck interviewed him on July 31, 2012, at Clarion Borough Police Station.

According to the complaint, Andreas was interviewed again by Peck on March 21, 2013. During that interview, Andreas allegedly admitted to performing oral sex on the victim.

Online court documents show that Andreas faces the following charges for the above incident that allegedly occurred sometime between January 1, 2012, and June 6, 2012:

-1 count of Rape
-1 count of Involuntary Deviate Sexual Intercourse
-1 count of Aggravated Indecent Assault
-1 count of Indecent Assault of a Person Less Than 13 Years of Age
-1 count of Corruption of Minors
-1 count of Statutory Sexual Assault
-1 count of Endangering Welfare of Child
-1 count of a Sexual-Related Crime

In another alleged incident involving Andreas, on February 7, 2013, Officer William Peck IV received a phone call from CYS reporting a possible child sexual abuse in a home in Clarion. The CYS official reported the male victim as being 10 years old.

According to the criminal complaint, the child went to the Akron Children’s Hospital in Youngstown, Ohio, for a forensic interview on February 21, 2013.

The criminal complaint indicates that during the interview, the social worker produced the victim with drawings of a male person in the same age area as the victim. The victim identified body parts and described his sexual organ areas as his “private parts.” The victim allegedly stated that Andreas touched him in the area of his “private parts.”

The criminal complaint also says the victim indicated that the accused touched him in “unnecessary places” every day.

According to the Criminal Complaint, on March 21, 2013, Andreas allegedly provided a written statement that he did touch the victim on a regular basis.

On March 25, Andreas came to the Clarion Borough Police Department with his Attorney Scott White and wanted to provide another statement of this incident. Andreas stated that he did not touch the victim as described in his March 21 statement.

A Criminal Complaint has been filed against Andreas for the following charges for the above described incidents that occurred between October 1, 2012, and February 4, 2013:

-123 counts of Indecent Assault of a Person Less Than 13 Years of Age
-123 counts of Indecent Assaullt-W/O Consent Of Other
-1 count of Corruption of Minors

A date has not yet been set for a preliminary hearing.
