Oil City Man Allegedly Leaves Young Boys on Roadway; Faces Child Endangerment Charges

OIL CITY, Pa. (EYT) — An Oil City man is facing third-degree felony charges for endangering the welfare of children following an alleged incident that occurred on Manning Street, in the City of Oil City.

Online court documents indicate that the Oil City Police Department filed criminal charges against 37-year-old Lansana Mansaray, of Oil City.

According to a criminal complaint, Officer Daly, of the Oil City Police Department, was dispatched for a report of “two very young children — holding their car seats — standing on the roadway behind 30 Manning Street.”

The complaint states that upon arrival, Officer Daly viewed the two young males, ages 5 and 6, and the two adult females who placed the call to police. The children were placed inside the marked police vehicle, and then Officer Daly spoke with the females.

The females told Officers Daly and Ragon and Chief Wenner that “the father was yelling at the two sons saying ‘Take your (expletive) car seats out of the car immediately.'” Both females stated that (Mansaray) drove away very aggressively leaving the two minor children standing in the roadway holding onto their car seats,” the complaint continues.

Officer Daly spoke with the children who stated “this has happened multiple times in the past where they were left alone,” the complaint states.

Additionally, the two females witnesses stated that “(Mansaray) has tried on prior occasions to leave his children with them for a couple of days while he travels to New York, not knowing the females and via a handwritten note,” according to the complaint.

Based on his investigation, Officer Daly filed a criminal complaint against Mansaray in Magisterial District Judge Andrew F. Fish’s office.

He was was arraigned at 2:00 p.m. on August 23 on a third-degree felony charge of Endangering Welfare of Children — Parent/Guardian/Other Commits Offense.

Unable to post $80,000.00 monetary bail, Mansaray was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 8:30 a.m. on August 31 in Venango County Central Court with Judge Fish presiding.
