Convicted Sex Offender Faces Hearing Tomorrow on Charges for Touching Young Girl on Bus in Oil City

OIL CITY, Pa. (EYT) — A convicted sex offender is facing a hearing tomorrow on charges related to an incident where he allegedly touched a 6-year-old girl on a public transit bus in Oil City.

Court documents indicate 41-year-old Raymond John Kinch, of Oil City, is scheduled to stand for a preliminary hearing in front of Magisterial District Judge Andrew F. Fish on Wednesday, March 27, on the following charges:

– Stalking — Repeatedly Commit Acts to Cause Fear, Misdemeanor 1
– Indecent Assault Person Less than 13 Years of Age, Misdemeanor 1

He is currently lodged in the Venango County Jail on $5,000.00 monetary bail.

According to a criminal complaint, around 11:00 a.m. on October 7, 2018, Patrolman Lawton, of the Oil City Police Department, conducted an interview with a known female and her six-year-old daughter.

According to the complaint, the woman reported that on October 5, 2018, between 1:00 p.m. and 2:00 p.m., she and her daughter were on a Venango County Public Transportation bus in the area of Bissell Avenue and Harriott Avenue to be dropped off. She reported that when the bus arrived at the intersection and came to a stop, her daughter got up to exit the vehicle and was stopped by Raymond Kinch.

According to the complaint, the woman and her daughter both stated that Kinch reached out with his left arm to stop the girl and then dragged his hand across her waistband area.

The complaint notes that following the incident, the young girl became very upset and scared about being touched by Kinch.

The woman reported that there were prior incidents involving Kinch on the bus during which she had told him not to touch, communicate with, or look at her children.

According to the complaint, a review of Kinch’s criminal history showed that in 2001 he pleaded guilty to statutory sexual assault and sexual abuse of a child and was listed as and provided notice of being a Sexually Violent Predator and acknowledged the receipt of the notice for a period of ten years.

Kinch was arraigned at 2:30 p.m. on Friday, March 15.
