OIL CITY, Pa. (EYT) — Felony sexual assault charges were filed Friday against a 20-year-old Cooperstown man accused of sexually assaulting a 14-year-old boy in Oil City.

Kyle Heffern is accused of engaging in “sexual and deviate sexual” intercourse with a 14-year-old boy on January 1, 2017.

Oil City Police filed the following charges against Heffern at Magisterial District Judge Andrew F. Fish’s office on February 24:

  • Involuntary Deviate Sexual Intercourse — Person Less Than 16 Yrs Age, Felony 1

A criminal complaint filed by Oil City Police Patrolman Culp states that Heffern and the victim allegedly made arrangments via text and the social media application Grindr to meet on January 1 around 4 p.m.

The two met in downtown Oil City and then Heffern allegedly drove the victim to the Samuel Justus Recreational Trail near Osborne Street.

Heffern and the boy then walked to a wooded area just off the trail and allegedly engaged in consensual oral and anal sex.

The criminal complaint states that Heffern then drove to a location near the victim’s home and dropped him off.

The above information was obtained during audio and video interviews with the victim conducted at the Oil City Police Department.

During a phone interview with Patrolman Culp, of the Oil City Police Department, Heffern allegedly admitted to “being physical” with the victim.

The victim’s statements were also corroborated by data collected from the victim’s phone and processed at the Pennsylvania Attorney General Computer Forensic Lab.

Online court documents indicate that Heffern had not been taken into custody as of Saturday morning.
