Couple Busted with Drug Paraphernalia in Oil Creek State Park

CORNPLANTER TWP., Pa. (EYT) — Two individuals are facing criminal charges after allegedly being found with multiple pieces of drug paraphernalia in Oil Creek State Park earlier this week.

Court documents indicate the D.C.N.R. at Oil Creek State Park filed criminal charges against 23-year-old Robert Richard Robl Jr., of Titusville, and 26-year-old Courtney Nicole Grazier, of Cooperstown.

According to a criminal complaint, around 11:26 a.m. on Saturday, April 7, Officer Surrena found a black 2006 Jeep parked in a shelter parking lot near White City Road with black garbage bags covering its door windows.

The complaint states that Courtney Nicole Grazier exited the vehicle and said she had pulled over the previous night because of the condition of the roads. Grazier gave Officer Surrena permission to search the vehicle, and he found a glass pipe used to smoke drugs.

The complaint states that when Officer Surrena asked Grazier about the pipe, she stated, “It’s a broken crack pipe. I use it to snort pills.” Officer Surrena asked Grazier if there was anything else in the vehicle he should know about before continuing the search, and Grazier said, “Yeah, my boyfriend Robert Robl is in the back.”

At that point, around 12:15 p.m., Officer Surrena called Venango County 9-1-1 for a backup until. For safety reasons, Officer Surrena placed Grazier in handcuffs in the back of his patrol vehicle. Robl then exited the vehicle. Officer Surrena told Robl he had found drug paraphernalia in the car.

Robl stated, “It is mine.” Officer Surrena also asked Robl if they had pulled over into the parking lot last night to use drugs, to which Robl replied, “Yes. We snorted pills,” according to the complaint.

Officer Surrena continued his search of the vehicle and found two purple Crown Royal bags, a black and white bag, and two metal Camel Snus containers that were used to contain drug paraphernalia including five plastic straws used to ingest drugs, three pill bottles used to store illegal drugs, four empty dime bags used to package illegal drugs, a metal skull shaped grinder used to grind marijuana, three glass pipes used to ingest drugs, a mirror used to crush pills, a wooden block used to crush pills, a glass pipe used to smoke marijuana, and a metal pipe used to smoke marijuana.

Based on the findings, the following charges were filed against Robl and Grazier on Wednesday, April 18, in Magisterial District Judge Andrew F. Fish’s office:

Preliminary hearing are scheduled for 8:30 a.m. on Wednesday, May 16, with Judge Fish presiding.

Robl is also scheduled for a preliminary hearing on previous assault and related charges in Warren County on Wednesday, May 2, and another hearing on previous possession charges in Crawford County on Friday, May 11.
