Oil City Couple Accused of Child Endangerment Due in Court Wednesday

VENANGO CO., Pa. (EYT) – An Oil City couple are facing hearings on Wednesday on charges regarding an incident in which they are accused of engaging in a physical altercation in close proximity to their infant child.

Court documents indicate 22-year-old Alex Ray Williams and 18-year-old Victoria Renea Horn, both of Oil City, are scheduled to stand for hearings in front of Magisterial District Judge Patrick E. Lowrey at 1:30 p.m. on Wednesday, January 22.

Williams faces following charges:

– Strangulation – Applying Pressure to Throat or Neck, Felony 2
– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
– Harassment – Subject Other to Physical Contact, Summary

Horn faces the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 3
– Simple Assault, Misdemeanor 3
– Harassment – Subject Other to Physical Contact, Summary

Both individuals are currently free on $5,000.00 unsecured bail each.

The charges stem from an incident that occurred in Oil City in late November 2019.

Details of the case:

According to a criminal complaint, Trooper Owens, of the Franklin-based State Police, was dispatched to a residence on Oak Road in Oil City for a report of a domestic incident on Wednesday, November 27.

Trooper Owens arrived at the scene and spoke to Victoria Renea Horn, who reported that she confronted Alex Ray Williams about some text messages, which started an argument, the complaint states.

Horn told police that during the argument, Williams pushed her down and then picked up a bundle of clothing and threw it onto their two-month-old son, who was laying in his crib nearby. Williams then allegedly grabbed Horn by the throat and slammed her against a wall, according to the complaint.

The complaint notes that Trooper Owens found that Williams had left the scene and could not be located. However, Trooper Owens made contact with Williams on Thursday, November 28.

Williams allegedly reported that he was sleeping in his bed when Horn woke him by striking him and yelling at him. An argument then began during which Horn allegedly struck Williams several times, and at one point pushed Williams against a wall, the complaint indicates.

The physical altercation occurred while their two-month-old son was in the room in close proximity, according to the complaint.

The complaint notes the Williams showed Trooper Owens photos of his face which showed his right eye was swollen, and there was blood coming from his lip.

Williams was arraigned in front of Magisterial District Judge Patrick E. Lowrey at 12:55 a.m. on Thursday, November 28.

Horn was arraigned in front of Judge Lowrey at 3:40 p.m. on November 28.
