Venango County Man Faces Charges for Megan’s Law Violation

CRANBERRY TWP., Pa. (EYT) – Franklin-based State Police say a Megan’s Law violation occurred at 6724 US 322, Franklin, Cranberry Township, Venango County.

According to police, this crime occurred as 32-year-old Michael James Billings failed to comply with Megan’s Law registration requirements.

Billings was arraigned before District Judge Matthew T. Kirkland.

He is free on $75,000.00 unsecured bail.

Billings is 6’0″ and weighs 170 pounds. He has brown hair and brown eyes.

According to the PA State Police Megan’s Law Public Record, Billings was convicted on May 24, 2010, of Sexual Abuse of Children – Possession of Child Pornography.

His Megan’s Law registration began on November 24, 2010.

The registration was last updated on November 16, 2016.

He is listed as a Tier 1 sexual predator.

Tier 1 predators must register for 15 years.
