Drug Charges Filed Against Two Oil City Residents

OIL CITY, Pa. (EYT) — Two Oil City residents are facing criminal charges after police seized drugs and paraphernalia from their residence earlier this month.

Court documents indicate the Oil City Police Department filed criminal charges against 39-year-old Jason Leroy Marsh and 28-year-old Erica Leigh Morgan, both of Oil City.

According to a criminal complaint, around 12:24 p.m. on Saturday, April 14, officers of the Oil City Police Department were dispatched to a location on the 300 block of Washington Avenue for an incident involving the care of minor children.

Patrolman Deloe and other officers arrived at the location and spoke with multiple witnesses about the reported incident.

Patrolman Deloe then spoke to the mother of the minor children,Erica Morgan, on the porch of the residence. Jason Marsh was sitting inside the residence on the stairs with the screen door open at the time. He asked to step inside and speak to Marsh and was given permission to enter. He immediately noticed a strong odor of marijuana inside the home, and also noted that Marsh had bloodshot eyes and appeared sleepy, according to the complaint.

Patrolman Ruditis then arrived at the scene and also entered the residence. He also noted the smell of marijuana and mentioned it to Morgan and Marsh, the complaint states.

According to the complaint, Marsh then allegedly admitted that he smoked marijuana the previous day and said he had on his person a pair of scissors that Morgan uses to “scrape” her bowl. Marsh also stated that Morgan was smoking marijuana that day.

Morgan then agreed to cooperate with officers and showed them where the marijuana was located. Patrolman Deloe seized a small amount of marijuana, two sets of scales with marijuana residue, rolling papers, scissors, three smoking devices (bowls) with marijuana residue, and a plate the marijuana and paraphernalia had been kept on, the complaint indicates.

Based on the investigation, the following charges were filed against Morgan on Wednesday, April 18, in Magisterial District Judge Andrew F. Fish’s office:

– Possession of Marijuana, Misdemeanor
– Use/Possession of Drug Paraphernalia, Misdemeanor
– Criminal Conspiracy Engaging — Use/Possession of Drug Paraphernalia, Misdemeanor (two counts)
– Criminal Conspiracy Engaging — Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

On Monday, April 23, the following charges were filed against Marsh in Judge Fish’s office:

– Possession of Marijuana, Misdemeanor
– Conspiracy — Use/Possession of Drug Paraphernalia, Misdemeanor (two counts)
– Use/Possession of Drug Paraphernalia, Misdemeanor
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

Preliminary hearings are scheduled for 8:30 a.m. on Wednesday, May 23, with Judge Fish presiding.
