Emlenton Woman Faces Felony Charges After Heroin, Fentanyl Bust

CLARION CO., Pa. (EYT) — An Emlenton woman is facing felony drug charges after being caught with heroin/fentanyl, suboxone, and marijuana.

Court documents indicate that CNET (Clarion County Narcotics Enforcement Team) filed criminal charges against 35-year-old Billie Louise Martinez, of Emlenton.

According to a criminal complaint, on Friday, March 23, Clarion Borough Police Chief William Peck, a member of CNET, was contacted by Clarion County Adult Probation Officer Kerle indicating that he discovered a probation client in violation and placed him in the Clarion County Jail.

Officer Kerle reviewed the probation client’s phone and viewed text messaged and discovered that he set up a drug transaction for eight stamp bags of heroin/fentanyl in exchange for $120.00 scheduled at 2:00 p.m. that day. The contact was listed as “Billy.”

Chief Peck conducted an investigation and was able to identify “Billy” as Billie L. Martinez. Utilizing the cell phone, law enforcement officers communicated with Martinez, and at 4:50 p.m., Martinez arrived at a Paint Township store, the agreed meeting location. Martinez was operating a tan, four-door truck, and had a known male with her in the passenger seat. She parked the truck in the parking area and was viewed by law enforcement for several minutes, never exiting the vehicle during that time.

Martinez was approached by a CNET member, PA State Police Clarion Troopers, and Troop C Vice Unit members. She was taken into custody and was found in possession of eleven stamp bags of heroin/fentanyl, five suboxone strips, a jar of marijuana, a digital scale, and needles, the complaint states.

Martinez denied meeting anyone to sell them fentanyl and said she was there to help a friend and give him suboxone strips.

During the course of the text exchange between Martinez and the probation client’s phone, she mentioned the bags were double bagged. The stamp bags seized from Martinez were double bagged, which is a common practice, according to the complaint.

Based on the investigation, Martinez was arraigned at 7:00 p.m. on Friday, March 23, in Magisterial District Judge Timothy P. Schill’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
– Criminal Use Of Communication Facility, Felony 3
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor (three counts)
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $75,000.00 cash bail, she was lodged in the Clarion County Jail.

Martinez is currently awaiting a preliminary hearing.
