Feature Local Job: Facility Advocacy Specialist

The Arc of Clarion and Venango Counties’ is in search of a full-time Facility Advocacy Specialist to provide advocacy supports to individuals who reside at Polk State Center, located in Polk, PA.

Responsibilities and Duties

Facility Advocacy Specialist will perform individual and systemic advocacy services to persons with intellectual disabilities who reside in the state center. The services will include, but will not be limited to:

  • Meeting with individuals, their treatment teams, family, legal guardians and friends.
  • Working with individuals, Interdisciplinary teams, the facility, regional and county offices, providers and other appropriate entities to assist in facilitating the person’s transition into the community.
  • Reviewing and offering comments on policy, procedures and work processes as well as analyze reports, offer opinions and participate in the development of work plans.
  • Serve as a member of various committees at the center including: the Human Rights Committee, Fall Committee, Peer to Peer Abuse Prevention Committee, etc.
  • Conducting trainings related to protection of rights and advocacy for staff as well as self-advocates.
  • Facilitate a self-advocacy group for individuals residing at the center.
  • Completing reports and case notes.
  • Assist social workers with self-advocacy annual rights reviews.
  • Conduct observations of living areas and work/day program areas.
  • Participate in review of all investigations.

Qualifications and Skills

Facility Advocacy Specialist shall possess a Bachelor’s degree; and demonstrate at least three (3) years of professional experience in a human service field (one (1) year of this experience must be working in the fields of either mental health, intellectual disability, child welfare or juvenile justice services); or any combination of education and experience.

Advocates shall possess knowledge of Federal and Commonwealth policies, regulations, service systems and laws that affect individuals with mental illness and developmental disabilities (including intellectual disabilities, autism spectrum disorders, or at-risk youth), including, but not limited to, MH/ID Act of 1966, American Disabilities Act, Section 504 of the Rehabilitation Act, Adult Protective Services Law (Act 70), PA 55 Code Chapter 3800 and the Bureau of Juvenile Justice Services policy and procedure manual) and other laws, regulations, and policies benefiting and applying to individuals with developmental disabilities.  Advocates will possess specialized knowledge, skills, and abilities appropriate to the setting into which each will be assigned.
