Oil City Code Enforcement Officer Retires; Replaced in Part by Third-Party Contractor

OIL CITY, Pa. (EYT) — Curt Greene is retiring as the Oil City Code Enforcement Officer, and the City is replacing part of his job him with an outside company.

Greene’s retirement letter was accepted by the Oil City Council at its Thursday, September 12 meeting.

At the same meeting, the Council agreed to enter into a contract with Pennsylvania Construction Inspection, Inc. (PCI), of Cochranton.

PCI is a business that provides business, electrical, plumbing, and mechanical inspections and construction document reviews. It will perform services in cooperation with and under the direction of the municipal official specifically designated by the City of Oil City and shall coordinate all such activities under that person’s supervision.

“We initially advertised for candidates,” City Manager Mark Schroyer said. “I thought it could be hard to find a candidate that had all of the certifications Curt had. That search didn’t pan out.”

Schroyer said the backup plan would include a third-party inspector to do commercial inspections and be able to sign off on building permits.

“Curt recommended this group,” Schroyer said. “We are satisfied that he can do the third-party inspections.

“We will regroup and look for someone to handle the day-to-day code enforcement. I think we are fine.”

A fee structure was also established as follows with Oil City charging the same fee to persons requiring inspections, etc. and remitting that fee to PCI:

Residential

Plan reviews and all inspections included

  • New construction — $0.20 per square foot up for 2,000 square feet; $0.15 per square football above 2,000 square feet (including basement or attached garage). Minimum fee of $200.00.
  • Building inspection only — $0.15 per square foot (Deck, Pole Barns, Detached Accessory Structures)
  • Manufactured Homes — $200.00
  • Decks — $0.15 per square foot (Minimum fee $100.00
  • Swimming pool — $80.00 for above ground; $160.00 for inground
  • Commercial Services — Occupancy Groups A,E, I,H.

    This group includes assembly places (restaurants, gyms, churches, etc); educational (public schools); institutional (hospital, nursing home, prison, etc); hazardous

  • Inspection — 1.2 percent of total costs up to $500,000.00 (minimum $150.00); 0.7 percent of costs above $500,000.00
  • Plan Review — 0.6 percent of total costs up to $500,000.00 (minimum $150.00); 0.4 percent of total costs above $500,000.00
  • Commercial Services — Occupancy Groups B, M, R-1, R-2, R-4

    This group includes business (offices, barber, banks, etc); mercantile (stores, gas stations, etc); R-1 (hotels, motels, etc); R-2 (apartments, dormitories, etc.); R-4 (group homes for between 5-16 residents)

  • Inspection — 1.0 percent of total costs up to $500,000.00 (minimum $150.00); 0.5 percent of costs above $500,000.00
  • Plan Review — 0.3 percent of total costs up to $500,000.00 (minimum $150.00); 0.1 percent of total costs above $500,000.00
  • Commercial Services — Occupancy Groups F,S, U

    This group includes factories; storage (includes repair garages); utility (private garages, sheds, towers, etc)

  • Inspections — 1.0 percent of total costs up to $500,000.00 (minium $150.00); 0.3 percent of costs above $500,000.00
  • Plan Review — 0.2 percent of total costs up to $500,000.00 (minimum $150.00); 0.1 percent of total costs above $500,000.00
  • Plumbing

  • Inspection — 1.0 percent of cost of work (0.6 percent of costs above $500,000.00) with a minimum of $150.00
  • Plan Review — 0.4 percent of costs of work (0.2 percent f costs above $500,000.00) with a minimum of $150.00
  • Mechanical

  • Inspection — 1.0 percent of cost of work (0.6 percent of costs above $500,000.00) with a minimum of $150.00
  • PLan Review — 0.4 percent of cost of work (0.2 of costs above $500,000.00) with a minimum of $150.00
  • Electrical

  • Inspection — 1.0 percent of cost of work (0.6 percent of costs above $500,000.00) with a minimum of $150.00
  • PLan Review — 0.4 percent of cost of work (0.2 of costs above $500,000.00) with a minimum of $150.00
  • Fire Protection Plan Review

  • Automatic sprinkler system — $300.00 ($0.50 per head in in excess of 100 heads)
  • Fire alarm system — $1.00 per device (minimum $250.00)
  • Demolition

  • 1.0 percent of cost (minimum of $150.00)
  • Signs

  • 2.0 percent of cost (minimum of $150.00)
  • Occupancy

  • $200.00 safety inspection for uncertified buildings
