Former Area Man Charged in 30-Year-Old Homicide Case Faces Gun Charge in West Virginia

HandcuffsCLARKSBURG, W. Va. (EYT) – A man charged in a Venango County homicide case more than 30 years ago is currently facing gun possession charges in West Virginia.

According to a news release from the U.S. Attorney’s Office in the Northern District of West Virginia, William D. Fulmer, of Rivesville, 62, was indicted on one count of “Unlawful Possession of a Firearm.”

Fulmer is accused of having a .308 rifle in July 2017 in Marion County.

According to a March 17, 1982 article in the Pittsburgh Press, Fulmer was charged with criminal homicide in the death of Charles Walters, a Venango County farmer.

A Titusville Herald report indicated Fulmer was convicted of third-degree murder.

Walters, who was 65 at the time of his death, also suffered from polio. He hired Fulmer to work at his farm and later moved in.

Police said Fulmer struck Walters on the head during a robbery and then took one of the elderly man’s cars before crashing it. He then went back and took another car.

According to police, Fulmer called Walters’ brother and told him Walters was hurt and needed help.

Walters was taken to Titusville Hospital before being transferred to St. Vincent Health Center in Erie.

Fulmer was arrested in Hudson, Ohio, in a stolen car. He was charged with assault, robbery, theft, and burglary. Walters later died and the criminal homicide charge was added.

In the current case, Fulmer faces up to 10 years in prison and a fine of up to $250,000.00. Under the Federal Sentencing Guidelines, the actual sentence imposed will be based upon the seriousness of the offenses and the prior criminal history, if any, of the defendant.

Assistant U.S. Attorney Sarah E. Wagner is prosecuting the Fulmer case on behalf of the government.

The Bureau of Alcohol, Tobacco, Firearms, and Explosives investigated the cases.
