Four Cited for Soliciting Without a Permit in Oil City, One Arrested for Retail Theft

OIL CITY, Pa. (EYT) — Police say four men were cited after being caught soliciting in Oil City without a permit, and one of the men was also arrested and cited for retail theft from a local business.

The Oil City Police Department received multiple reports from citizens on Hoffman Avenue and in the surrounding area concerning solicitors coming to their residences on Tuesday, December 11.

Officers checked the records and found that no permits had been issued.

They responded to the area but were unable to make contact with the individuals.

Around 4:30 p.m., officers conducted a traffic stop on a vehicle matching the description of the one that was being driven by the solicitors.

The officers discovered that three out of the four of the males who were in the vehicle “had active warrants for their arrest out of New York state, but (New York officials) did not wish to extradite them.”

During the course of the investigation, the officers were informed that the vehicle had just left the North Side Country Fair, and one of the individuals inside the vehicle had committed retail theft.

Ali Miah, 27, of Bronx, New York was cited for summary Soliciting Without a Permit.

Adrion Rosser, 22, of Wexford, Pa., was cited for summary Soliciting Without a Permit and Operating a Vehicle With an Expired Registration.

Shawn Joseph, 27, of Jamaica, New York, was cited for summary Soliciting Without a Permit.

Chappell Williams, 27, of Bronx, New York, was arrested and charged with summary retail theft and summary Soliciting Without a Permit.

Williams was unable to post $350.00 for collateral and was booked into the Venango County Jail where he awaits a summary trial scheduled for 9:30 a.m. on Friday, December 14.
