Five Facing Charges in Venango County Drug Bust

FRANKLIN, Pa. (EYT) – Five people are facing drug charges following a bust that occurred in Franklin last week.

Court documents indicate the Franklin Police Department filed criminal charges against the following individuals:

– 25-year-old Grant Owen Hugus, of Franklin;
– 38-year-old Lacey Anne Chrispen, of Knox;
– 20-year-old Chase Dayton Marvin, of Franklin;
– 18-year-old Mariah Denny, of Oil City; and
– 24-year-old Tyler Michael Olaughlin, of Oil City.

According to a criminal complaint, on Thursday, July 5, Patrolman Floor, of the Franklin Police Department, assisted the Pennsylvania State Probation and Parole in an attempt to locate Lacey Chrispen at a residence on Arbor Circle, in Franklin.

Chrispen was found and taken into custody in the master bedroom on the second floor of the residence.

Mariah Denny, Tyler Olaughlin, and Grant Hugus were found on the first floor of the residence, where officers also “found a plastic baggie corner containing white pills in plain view,” the complaint states.

According to the complaint, Patrolman Floor asked about the contents of the baggie, and Hugus stated, “It’s muscle relaxers,” and when asked if anyone had a prescription for the pills, Hugus admitted they did not.

Patrolman Floor also “saw Denny attempt to hide a small amount of methamphetamine,” the complaint indicates.

All of the individuals in the residence were then detained, while Patrolman Floor applied for and was granted a search warrant.

According to the complaint, during a search of the residence the following items were located:

  • a digital scale with white powder residue;
  • two needles;
  • a glass smoking pipe with residue;
  • a marijuana pipe with residue; and
  • plastic baggies with white residue.

The following charges were filed against Hugus on Friday, July 6, in Magisterial District Judge Matthew T. Kirtland’s office:

  • Possessing Firearm W/Manufacturer Number Altered, Etc., Felony 2
  • Alter/Obliterate Mark Of Identification, Felony 2
  • Firearms Not To Be Carried Without License, Felony 3
  • Criminal Use Of Communication Facility, Felony 3
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
  • Possession Controlled Substance, Misdemeanor
  • Possession Of Marijuana, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor (60 counts)
  • Deliver/Intent To Deliver Drug Paraphernalia, Misdemeanor

He is currently awaiting arraignment.

Chrispen was arraigned at 10:25 a.m. on Thursday, July 12, in Judge Kirtland’s office on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Criminal Use Of Communication Facility, Felony 3
  • Possession of Controlled Substance, Misdemeanor
  • Possession Of Marijuana, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $15,000.00 cash bail, she was lodged in the Venango County Jail.

Marvin was arraigned at 11:02 a.m. on Thursday, July 12, in Judge Kirtland’s office on the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possession of Controlled Substance, Misdemeanor
  • Possession Of Marijuana, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

He is currently free on $15,000.00 unsecured bail.

Chrispen and Marvin’s preliminary hearings are scheduled for 1:30 p.m. on Wednesday, July 18, with Judge Kirtland presiding.

The following charges were filed against Denny and Olaughlin on July 11 in Judge Kirtland’s office:

– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
– Possession Of Marijuana, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Their preliminary hearings are scheduled for 1:30 p.m. on Wednesday, August 22, in front of Judge Kirtland.
