Franklin Couple Who Allegedly Tested Positive for Meth Face Hearings on Wednesday for Child Endangerment

FRANKLIN, Pa. (EYT) – A Franklin couple are facing hearings on child endangerment charges after allegedly testing positive for methamphetamine.

Court documents indicate 28-year-old Meaghan Decker and 33-year-old Thomas Decker are scheduled to stand for hearings in Venango County Central Court in front of Magisterial District Judge Matthew T. Kirtland at 8:30 a.m. on Wednesday, February 26.

Both individuals on the following charges:

– Endangering Welfare of Children – Parent/Guardian/Other Commits Offense, Felony 2 (three counts)

They are currently free on $15,000.00 unsecured bail each.

The charges stem from an investigation into a report of child abuse.

Details of the case:

According to the Franklin Police Department, on January 27, Patrolman Floor received a 104 Child Abuse form and spoke with CYS delegates. Patrolman Floor was advised that the children belonging to Meaghan Decker and Thomas Decker were removed from the residence.

The CYS delegates advised that the parents were drug tested on January 16, and both parents tested positive for methamphetamine. Meaghan Decker and Thomas Decker “both acted surprised that they tested positive and stated they borrow cigarettes from friends, and they thought the cigarettes could have had methamphetamine in them,” according to police.

The residence was a mess and covered in dirty clothes, garbage, cigarettes, lighters, and other household chemicals within reach of the children, and there were unknown stains on the carpet. The CYS delegate advised Meaghan Decker and Thomas Decker that they would come back at random and conduct another home visit and drug screening, police say.

On January 27, the CYS delegates returned to the Decker residence at 1426 Otter Street. They found Thomas Decker disoriented, panicked, and pacing around the residence. Meaghan Decker was passed out of the couch. The CYS delegates advised that they were going to do another drug screening.

The CYS delegate and Thomas had to make several attempts to awaken Meaghan. The CYS delegate stated that while interviewing both parents, if Meaghan wasn’t directly being questioned, she continued to fade in and out of sleep.

Both Thomas Decker and Meaghan Decker tested positive for methamphetamine again.

According to the CYS delegate, the residence was still deplorable and unsafe for children.

The CYS delegate advised both residents that they were conducting a safety plan and removing the children. The parents were advised to pack clothing for the children, and Thomas Decker was advised to go to the store and buy clean clothes for the children. When the Deckers were asked where the eight-year-old child was, both individuals stated that they did not know. Then, they were asked if the child went to school today, and both individuals stated they did not know. The CYS delegate then stated they would locate the child.

CYS advised that the children have been removed from the residence.

Both Thomas Decker and Meaghan Decker were arraigned on January 31 at 1:45 p.m. in Magisterial District Judge Matthew T. Kirtland’s office.
