Police: Franklin Man Arrested for Driving Drunk with 8-year-old Daughter in Car

FRANKLIN, Pa (EYT) — Police say a Franklin man faces charges of DUI and endangering the welfare of a child after he allegedly drove his eight-year-old daughter home while intoxicated.

Franklin Police were dispatched to a residence along 12th Street in Franklin for a complaint that Samuel Monarch, IV, of Franklin, had taken his daughter from the care of her grandmother and was transporting her home while allegedly intoxicated, according to a press release.

Officers located Monarch at his home, and they allegedly observed signs of impairment within two hours of driving, police say.

Monarch allegedly refused roadside testing and was taken to the Franklin Police Department, where he refused to submit to chemical testing, according to police.

Franklin Police Officers were assisted by delegates from Venango County Children and Youth Services.

According to online court documents, Monarch was arraigned at 3:28 p.m. on July 17 in front of Magisterial District Judge Michael D Snyder.

He faces the following charges:

  • Endangering Welfare of Children — Parent/Guardian/Other Commits Offense
  • DUI: Gen Impairment/Incompetent of Driving Safely — 1st Offense

A preliminary hearing is scheduled for 1:30 p.m. on August 12 in Venango County Central Court.
