Franklin Man Accused of Having Sex with Minor; Sending, Soliciting Nude Photos

IRWIN TWP., Pa. (EYT) — A Franklin man faces felony charges of unlawful contact with a minor and related charges that include child pornography stemming from incidents that occurred in Irwin Township, Venango County.

According to court documents, criminal charges were filed against 30-year-old Matthew Glenn Dunlap, of Franklin.

According to a criminal complaint, around 11:00 a.m. on September 15, 2015, Trooper Paul Swatzler, of Franklin-based State Police, interviewed a known female minor at her residence. She said that “she has been sexually active with Matt Dunlap. She advised that the first time she had sex with him was on September 18, 2015, around 7:30 p.m. to 8:00 p.m. at (a high school) football game. She advised that she drove there, was parking in the back field by the woods, and saw his truck.”

The complaint states that the victim stated that she and Dunlap started talking and kissing and that “he knew she wanted to have sex.” The victim said that she performed a sexual act on him and “then they engaged in vaginal intercourse. She advised that they used protection which was a condom that she brought.” The victim told Trooper Swatzler that this occurred in Dunlap’s truck.

The victim advised that “the second time she had sex with Dunlap was just yesterday afternoon (September 14, 2015).” She said…she met Dunlap by the 4H Fair Grounds campsites and got into his truck. She said the same thing happened as before — she performed a sexual act on him, and then they had vaginal sex. She said they used a condom that she brought with her, according to the complaint.

The victim further said that “she had also texted things with Dunlap.” She said that she sent Dunlap pictures of herself in a thong, posing provocatively. She said that Dunlap sent her a photo of his penis. She said the texts and photos happened before the first time they had sex, the complaint continues.

Around 12:40 p.m. on October 1, 2015, Trooper Swatzler interviewed Dunlap at his residence. Dunlap “made statements against his own interest and also provided a written statement.” Around 8:10 a.m. on October 3, Trooper Swatzler interviewed Dunlap at PSP Franklin, and “he again made statements against his own interest,” the complaint states.

According to the complaint, data extraction from the victim’s cell phone contained the contacts between the victim and Dunlap from August 5, 2015, and September 29, 2015. These included numerous conversations about sex, naked photos of the victim sent to Dunlap, and at least one photo of a penis sent from Dunlap to the victim.

Dunlap was arraigned at 11:00 a.m. on February 5 in front of Magisterial District Judge Patrick E. Lowrey.

He faces the following charges:

  • – Child Pornography, Felony 3
  • – Unlawful Contact With Minor — Obscene and Other Sexual Materials and Performances
  • – Contact/Comm. W/Minor-Sexual Abuse
  • – Corruption of Minors

Bail was set at $25,000.00 unsecured.

A preliminary hearing is scheduled for 8:30 a.m. on March 16 in Venango County Central Court.
