Franklin Man Accused of Sexually Assaulting Teen in Oil City Tunnel

OIL CITY, Pa. (EYT) – A 32-year-old Franklin man is accused of sexually assaulting a 15-year-old girl in Oil City.

Oil City Police filed felony charges yesterday against Owen Eugene Ginnery, 32, of Franklin, in connection with the case.

According to a criminal complaint filed at District Judge Andrew F. Fish’s office, the investigation was initiated on July 26, 2016, after Oil City Police Lieutenant Love received a report of a sexual assault involving a 15-year-old girl.

The victim arrived at the Oil City police station and reported she had sex with a 32-year-old male named Owen Ginnery. The victim told police she and Ginnery went to the “tunnels” (in Oil City) and had sex. The victim stated Ginnery was aware of her age prior to the act, according to court documents.

On September 22 around 12:50 a.m, Ginnery arrived at the police station and stated he would confess to the allegations.

Prior to the arrival of Lieutenant Love, Ginnery told two officers that he had sex with the victim. Ginnery stated he has been friends with the victim for almost a year, according to court documents.

The criminal complaint states Ginnery told Lieutenant Love that he “began to develop feelings for (the victim) but knew it was wrong because she was only 15-years-old.”

Ginnery stated that on one occurrence in June of 2016 he and the victim left his residence with the intention of having sex. Ginnery stated that the victim picked the location, according to the criminal complaint.

Ginnery described the location as a storm culvert located near the Oil City Marina. Ginnery admitted to having intercourse and performing oral sex on the victim, according to the criminal complaint.

Charges were subsequently filed at District Judge Andrew F. Fish’s office:

  • Statutory Sexual Assault: 11 Years Older, Felony 1
  • IDSI Person Less Than 16 Years Age, Felony 1
  • Corruption of Minors, Misdemeanor 3
  • Indecent Assault Person Less 16 Years Age, Misdemeanor 2

Unable to post $75,000.00 monetary bail, he was committed to Venango County Prison.

A preliminary hearing is scheduled for 1:30 p.m. on September 28, before Judge Fish.
