Franklin Man Held for Court on Nearly 70 Drug and Firearms Charges

FRANKLIN, Pa. (EYT) — A 25-year-old Franklin man was held for court this on a laundry list of drug- and firearms-related charges stemming from an incident in mid-July.

According to court documents, 25-year-old Grant Owen Hugus, of Franklin, stood before Magisterial District Judge Matthew Kirtland for his preliminary hearing in Venango County Central Court on Wednesday, August 1.

Hugus is facing 67 felony and misdemeanor charges including two felony firearms charges, two felony counts of manufacture, delivery or possession with intent to manufacture or deliver, two misdemeanor drug possession charges, and 60 counts of misdemeanor use/possession of drug paraphernalia.

The charges against Hugus stem from an incident that occurred on Thursday, July 5, when Franklin Police and Pennsylvania State Probation and Parole officers were attempting to locate Lacey Chrispen at a residence on Arbor Circle in Franklin.

According to a criminal complaint, while Chrispen was found and taken into custody in the master bedroom on the second floor of the residence, 25-year-old Grant Hugus of Franklin, 18-year-old Mariah Denny of Harrisville, and 24-year-old Tyler Olaughlin of Oil City were found on the first floor of the residence, where officers also found “a plastic baggie corner containing white pills in plain view.”

According to the complaint, Patrolman Floor asked about the contents of the baggie, and Hugus stated, “It’s muscle relaxers,” and when asked if anyone had a prescription for the pills, Hugus admitted they did not.

Patrolman Floor also “saw Denny attempt to hide a small amount of methamphetamine,” the complaint indicates.

All of the individuals in the residence were then detained, while Patrolman Floor applied for and was granted a search warrant.

According to the complaint, during a search of the residence the following items were located in a blue bookbag that was found next to Hugus:

  • approximately 34 grams of methamphetamine
  • 18.5 grams of marijuana
  • 56 unused plastic baggies
  • a digital scale with white crystal residue
  • $340.00 cash
  • several firearms including a loaded Davis Industries .32 auto pistol with the serial number filed off

The complaint notes that when Ptlm. Floor detained the three individuals in the living room, Hugus placed a padlock on the bookbag, and when Ptlm. Floor asked why Hugus locked the bookbag, Hugus simply responded, “because.”

Hugus was arraigned on Friday, July 13, in Magisterial District Judge Matthew T. Kirtland’s office.

He is currently free after a private surety posted 10 percent of $50,000.00 bail on Monday, July 16.

Chrispen waived her preliminary hearing on Wednesday, July 18, and remains in the Venango County Jail on $15,000 monetary bail.

Denny and Olaughlin are each facing drug and paraphernalia possession charges and have preliminary hearings scheduled on Wednesday, August 22.
