Franklin Man Living with 17 Cats and Dogs Cited for Cruetly to Animals

FRANKLIN, Pa. (EYT)– According to Sugarcreek Borough Police, a Franklin man has been cited for Cruelty to Animals and Code Violations after an investigation on Aug. 18 at approximately 11 a.m. in Franklin, Pa.

Police say an investigation of a reported Cruelty to Animals case was carried out at the residence of Kevin Horn, 48, on Red Bridge Lane.

According to police, Horn was living in a small house with seven dogs and ten cats. Police say the investigation determined that Horn allegedly failed to properly clean up after the animals.

Officers were assisted by the Venango County Animal Response Team in collecting the animals and transporting them to the Venango Humane Society.

Horn was cited for Animal Cruelty charges and Code Violations for the exterior and interior sanitation of his dwelling.
