Franklin Man Waives Preliminary Hearing on Assault Charges

OIL CITY, Pa. (EYT) — A Franklin man has waived his preliminary hearing on assault charges stemming from an incident that occurred in Oil City, Venango County.

The following criminal charges against 20-year-old Dylan Drew Lockhart, of Franklin, have been transferred to Venango County Court of Common Pleas:

– Simple Assault, Misdemeanor 2 (two counts)
– Criminal Mischief-Damage Property, Misdemeanor 2
– Disorderly Conduct Engage in Fighting, Misdemeanor 3
– Disorderly Conduct-Unreasonable Noise, Misdemeanor 3
– Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3

Lockhart was lodged in the Venango County Jail on February 19 on $10,000.00 monetary bail; however, he is currently free, as Magisterial District Judge Matthew T. Kirtland changed his bail to $10.000.00 unsecured on February 28.

The case is currently working its way through the court system.

According to a criminal complaint, around 1:15 p.m. on February 19, Dylan Drew Lockhart allegedly accosted a known female at his residence. The victim told police it began when Lockhart verbally assaulted her and pulled her out of his residence, which she had been invited. She reported that once outside, he pushed her from the stairs and to the ground, then took her by her left arm and dragged her across the sidewalk to her vehicle. The victim sustained minor scrapes to her right palm during this occurrence.

Patrolman Culp, of the Oil City Police Department, observed the scrapes and abrasions on the victim’s hand.

The victim also reported that upon reaching her vehicle, Lockhart punched all four of the plastic headlight and taillight lenses of the vehicle, causing each of them to break and one of the tail lamps to become non-functioning, the complaint states.

Patrolman Culp confronted Lockhart with the victim’s version of events, and Lockhart allegedly agreed with it entirely, and said, “I know, this time I went too far,” according to the complaint.
