Franklin Mother Accused of Endangering 19-Month-Old Child

FRANKLIN, Pa. (EYT) — A Franklin woman is facing felony charges for endangering the welfare of her 19-month-old child.

According to court documents, the Franklin Police Department filed criminal charges against 24-year-old Ashley Marie Haney, of Franklin.

According to a criminal complaint, Ashley Haney had two incidents causing concern for the welfare of her 19-month-old child.

One incident involved the child being unsupervised outside the residence which resulted in the child receiving a laceration to the palm. The other incident occurred from October 22 to October 27, 2017, where the child was discovered to have a diaper rash and broken collarbone that the Haney neglected to seek proper medical attention to care for the child, the complaint states.

According to the complaint, Haney brought the child to UPMC for x-rays. The child did not have shoes, socks, or a coat with the outside temperature being 35 degrees. The results of the x-rays revealed that the child had a broken/fractured collarbone with approximately five to 10 days of healing.

From the x-rays results, a coin was also discovered in the stomach of the child, the complaint continues.

Once the hospital staff discovered the broken collarbone, CYS and the Franklin Police Department were alerted, and an investigation began, the complaint states.

Harvey has three children, and all were placed in the care of a foster family, according to the complaint.

Upon further investigation, it was learned that the child had been outside with three- and four-year-old siblings when the child received a laceration to the left palm that required stitches and other medical care, the complaint indicates.

It was also discovered that the diaper cream for the child was never picked up at the pharmacy. Haney allegedly admitted that she did not have a valid reason for not picking up the cream, according to the complaint.

Haney was arraigned at 3:36 p.m. on Monday, December 4, in Magisterial District Judge Matthew T. Kirtland’s office on a third-degree felony charge of Endangering Welfare of Children — Parent/Guardian/Other Commits Offense.

She is free on $10,000.00 unsecured bail.

A preliminary hearing is scheduled for Wednesday, December 13, with Judge Kirtland presiding.
