Franklin Woman Accused of Driving Drugged With Infant in Vehicle

SUGARCREEK BOROUGH, Pa. (EYT) — A Franklin woman is facing charges following a traffic stop where she was found to be driving under the influence of multiple controlled substances with an infant in her vehicle.

Court documents indicate the Sugarcreek Borough Police Department filed criminal charges against 44-year-old Frances F. Strawbridge.

According to a criminal complaint, around 8:10 p.m. on February 19, Ptlm. Johnson of the Sugarcreek Borough Police Department observed Frances Strawbridge operating a blue van on Rocca Way, turning onto Front Street.

The complaint notes the vehicle was hugging the fog line, then correcting abruptly, and after turning into a parking lot, was straddling the center line between two lanes.

After requesting a search of the vehicle’s registration, which came back with no record available, Ptlm. Johnson initiated a traffic stop, at which time the vehicle allegedly braked abruptly, then continued toward the parking spots, and finally stopped, straddling the parking lines.

According to the complaint, when Ptlm. Johnson approached the vehicle, Strawbridge immediately stated she didn’t have a valid license and needed to “take a points test to clear it up.” She went on to explain she was driving “because the baby was crying because she was hungry.” Ptlm. Johnson then observed Jennifer Ann Hazlett in the passenger seat and her infant in a child safety seat in the back of the vehicle.

The complaint notes Strawbridge was talking and moving extremely fast and fidgeting, and Ptlm. Johnson noted her pupils weren’t reacting to light changes. Ptlm. Johnson then questioned Strawbridge if she was taking any prescription medications, and Strawbridge states she was not.

During field sobriety testing, Strawbridge exhibited multiple signs of being under the influence of impairment, according to the complaint. She then allegedly admitted to taking Suboxone, Neurontin, and smoking marijuana.

Strawbridge was then taken into custody and consented to chemical blood testing. According to the complaint, later results of the blood tests showed Strawbridge’s blood sample contained methamphetamine, amphetamine, Delta-9 Carboxy THC, Bupropion, Hydroxybupropion, Gabapentin, Hydroxyzine, Buprenorphine, and Norbuprenorphine.

Strawbridge was arraigned in front of Magisterial District Judge Matthew T. Kirtland at 10:20 p.m. on March 12, on the following charges:

– DUI: Controlled Substance — Impaired Ability — 1st Offense, Misdemeanor
– DUI: Controlled Substance — Schedule 2 or 3 — 1st Offense, Misdemeanor

– Careless Driving, Summary
– Disregard Traffic Lane (Single), Summary
– Drive Unregistered Vehicle, Summary

She remains free on $7,500.00 unsecured bail.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, April 29.

Court documents indicate a hearing for Jennifer Hazlett, who was also charged with child endangerment, was continued on Wednesday, March 25, and is scheduled to resume at 1:30 p.m. on Wednesday, April 22.
