Franklin Woman Accused of Selling Crack Cocaine; Jailed on $100k Bail

FRANKLIN, Pa. (EYT) – A Franklin woman is facing drug charges after allegedly selling Crack Cocaine at a known location off State Route 417.

According to court documents, Franklin Police Department filed criminal charges against 34-year-old Shannon Marie Norr, of Franklin.

According to a criminal complaint, Officer Scott, of the Franklin Police Department, was in plain clothes in an unmarked vehicle. At this time NW Regional Drug Task Force Agents were conducting a surveillance detail in the Franklin area.

The complaint states that around 7:45 p.m. on Thursday, June 23, Officer Scott “stopped at (a convenience store) on State Route 417 to talk to another agent on the phone…and observed Shannon Marie Norr [known to (Officer Scott) from prior incidents] standing in front of a maroon in color GMC pick-up truck with an unknown male in the driver’s seat. A silver in color Chevrolet Impala pulled up next to her and (a known female driver) exited the vehicle. She then made contact with Norr.

The complaint indicates that Officer Scott “witnessed a hand-to-hand exchange between the two females. Norr handed (the known woman) a white in color substance wrapped in plastic in exchange for U.S. currency. (The known woman) then placed said substance in her bra and went into (the convenience store). Norr then went to the GMC pick-up, leaned in the window, and handed the driver said U.S. currency.”

“(The known woman) then exited the store, spoke with Norr for a short period of time before they both entered the silver in color Impala. The GMC and Impala then left the parking lot heading towards Franklin on SR 417,” the complaint continues.

Officer Scott then called on-duty police officers, who conducted traffic stops on the above listed vehicles. During further police investigation, “it was discovered that Norr used her cell phone to facilitate the drug deal,” according to the complaint.

The complaint states that through later investigation, “it was (discovered) that the substance was Crack Cocaine.”

Based on the above facts and circumstances, Officer Scott filed a criminal complaint against Norr in District Justice Andrew Fish’s office.

Norr was arraigned at 11:00 p.m. on June 23 before Judge Fish on the following charges:

  • Criminal Use Of Communication Facility, Felony 3
  • Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor
  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Unable to post $100,000.00 monetary bail, Norr was lodged in the Venango County Jail.

A preliminary hearing is scheduled for 1:30 p.m. on June 29 in Venango County Central Court with Judge Fish presiding.
