Franklin Woman Accused of Using Borough Credit Card to Make Nearly 100 Unauthorized Purchases

CLARION CO., Pa. (EYT) — A Franklin woman has been accused of using Shippenville Borough’s credit card to make 93 unauthorized purchases.

According to court documents, Clarion-based State Police filed criminal charges against 28-year-old Rebecca Jo Stump, of Franklin.

According to a criminal complaint, on December 3, 2015, Trooper Wilson, of PSP Clarion, was dispatched to the Shippenville Borough office to investigate an incident in which the Shippenville Borough secretary, Rebecca Jo Stump, had been allegedly using her borough credit card to make personal purchases that were not authorized.

The complaint states there were 93 unauthorized purchases made between April 1, 2015, and November 30, 2015, totaling $6,031.10.

On May 14, 2016, Stump allegedly admitted to the 93 unauthorized purchases that were made online and at businesses in Clarion and Venango counties, the complaint continues.

She was arraigned at 3:48 p.m. on May 17 in front of Magisterial District Judge Amy Long Turk on the following charges:

  • Theft By Unlawful Taking-Movable Property, Felony 3
  • Theft By Deception-False Impression, Felony 3
  • Other Reason Access Device Is Unauthorized By Issuer, Felony 3

Bail was set at $6,000.00 Unsecured.

A preliminary hearing is scheduled for 10:45 a.m. on June 21 in Clarion County Central Court.
