Grove City Man Accused of Sex Crimes Declared Incompetent to Stand Trial

MERCER COUNTY, Pa. (EYT) — According to sources, a Grove City man accused of sex crimes has been declared incompetent to stand trial; his case will be on hold as long as he is undergoing treatment.

Hermitage police charged 25-year-old Joel C. Blair of Center Street, Grove City, Pa., with four counts of involuntary deviate sexual intercourse, 14 counts of indecent assault, and two counts each of indecent exposure and corruption of a minor for having sexual contact with a 5-year-old boy in 2010 in Sharon and Hermitage.

Police say Blair is mildly mentally retarded.

In Mercer County on Monday, Common Pleas Court, Judge Thomas R. Dobson stayed the case.

Dobson noted Blair is undergoing a sexual offender evaluation; he will be treated, if needed.

Sources say Blair is also being assisted by Mercer County Behavioral Health Commission and Diversified Family Services in Hermitage, Pa.

According to Dobson, as long as Blair is being treated, there is no need to re-evaluate the criminal case for 10 years.

Should Blair be discharged from the programs, his case will be reviewed annually.
