Hearing for Seneca Man Accused of Using Company Cards to Purchase Lottery Tickets Set for Wednesday

FRANKLIN, Pa. (EYT) – A Seneca man is facing a hearing on Wednesday for allegedly using a company credit card to purchase gift cards to buy hundreds of dollars of lottery tickets.

According to court documents, a preliminary hearing is scheduled for 8:30 a.m. on Wednesday, November 6, for 47-year-old Scott Donald Vogan, of Seneca, who is a current inmate at the Clarion County Jail for writing bad checks.

Vogan faces the following charges:

– Forgery – Unauthorized Act In Writing, Felony 2
– Theft By Unlawful Taking-Immovable Property, Felony 3
– Access Device Issued to Another Who Did Not Authorize Use, Felony 3

Details of the case:

According to a criminal complaint, a known victim filed a report with the Franklin-based State Police on February 12, 2019, reporting that Scott Donald Vogan was hired as a foreman for a flagger crew of the victim’s company in June 2018. Then in October or November of 2018, the victim received a call from one of his flagmen who had concerns about Vogan’s behavior.

According to the complaint, the flagman advised the victim that Vogan was absent from the job site and had been purchasing hundreds of dollars of lottery tickets using pre-paid cards at various gas stations. The victim then also received a phone call from a manager at an area gas station who inquired about the use of a company credit card for the purchase of hundreds of dollars of gift cards. The manager then provided the victim with a description of the individual involved consistent with Vogan’s appearance.

Vogan was arraigned in front of Magisterial District Judge Patrick E. Lowrey at 10:00 a.m. on October 23.

He is currently lodged in the Clarion County Jail, where he is serving a sentence of a minimum of one year less one day to a maximum of two years less one day on six first-degree misdemeanor counts of bad checks.
