Hearing Set for Franklin Man Accused of Injuring Woman During Domestic Dispute

FRANKLIN, Pa. (EYT) — A Franklin man is facing assault and related charges after he allegedly injured a woman’s finger, pulled her hair, and grabbed her by the throat during a domestic dispute.

Court documents indicate the Franklin Police Department filed criminal charges against 32-year-old Tobias Charles Rozanski, of Franklin.

According to a criminal complaint, around 9:06 p.m. on Tuesday, August 6, officers of the Franklin Police Department were dispatched to a residence on Center Street for a report of a domestic incident.

According to the complaint, upon their arrival, the officers interviewed both individuals involved separately.

Ptlm. Harrah spoke to Tobias Rozanski, who allegedly denied the altercation had become physical, “other than him attempting to keep the victim from leaving the residence by putting his arms around the victim.”

Ptlm. Harrah then spoke to the victim, who allegedly said that when she was attempting to leave the residence, Rozanski tackled her onto the couch and bent her right arm behind her back while she had her car keys in her left hand inside her hoodie pocket.

The victim said Rozanski then ripped the keys from her left hand, causing injury to her middle finger.

Rozanski then allegedly grabbed her by the hair and pulled back, causing her to hit her head on the arm of the couch, and then grabbed her by the neck, which caused her to be unable to breathe.

The complaint notes that Ptlm. Harrah observed an injury to the victim’s middle finger on her left hand.

Rozanski was then placed under arrest and transported to the Franklin Police Department for processing.

Court documents indicate Rozanski was arraigned in front of Magisterial District Judge Andrew F. Fish at 12:14 a.m. on Wednesday, August 7, on the following charges:

– Simple Assault, Misdemeanor 2
– Strangulation — Applying Pressure to Throat or Neck, Misdemeanor 2
– Harassment — Subject Other to Physical Contact, Summary

Rozanski is free on a $10,000.00 surety bond posted by a professional bondsman.

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, August 14, with Judge Fish presiding.
