Intoxicated Oil City Man Accused of Driving Minor to Pediatric Center, Crashing into Parked Car

CRANBERRY TWP., Pa. (EYT) — An Oil City man is facing charges after he allegedly struck a parked car while driving under the influence with a teenage passenger in his vehicle.

Court documents indicate the Franklin-based State Police filed criminal charges against 62-year-old Laurence Dean Brunner, of Oil City.

According to a criminal complaint, on August 9, 2019, Trooper Seybert of the Franklin-based State Police was dispatched to a hit-and-run crash in the parking lot of Hope Pediatrics along State Route 257 in Cranberry Township.

At the scene, Trooper Seybert spoke to the witness who reported the crash. According to the complaint, the witness reported that he observed Laurence Brunner‘s vehicle strike a parked car. He then saw Brunner allegedly exit the vehicle with a teenage girl and enter Hope Pediatrics. The witness noted Brunner appeared to have difficulty walking and appeared intoxicated.

Trooper Seybert then entered Hope Pediatrics and located Brunner who was sleeping in the waiting room.

The complaint notes Brunner appeared to be confused and stated that he did not hit a vehicle. Trooper Seybert and Brunner then went to the parking lot, at which time Trooper Seybert noted that Brunner had difficulty walking, staggering and stumbling multiple times while walking to his vehicle.

Trooper Seybert showed Brunner the damage to his vehicle and the other vehicle, as well as paint transfer on the other vehicle which matched his vehicle.

The complaint notes Brunner continued to deny striking the other vehicle.

According to the complaint, Trooper Seybert noted that Brunner’s eyes were bloodshot and glassy, his speech was thick and slurred, and he seemed dazed and confused. Brunner also continued to have difficulty walking as well as difficulty retrieving his vehicle documents. However, the complaint notes Brunner denied having any sort of medical condition and stated he was “fine.”

While speaking to Brunner, Trooper Seybert also noted a distinct scent of an alcoholic beverage on his breath. According to the complaint, when asked if he had consumed any alcohol, Brunner stated he “had a drink much earlier in the day.”

The complaint notes a preliminary breath test (PBT) on Brunner showed the presence of alcohol. Brunner was then taken to UPMC Northwest for a legal blood draw. According to the complaint, his BAC measured .264 percent.

The following charges were filed through Magisterial District Judge Patrick E. Lowrey’s office on Wednesday, September 18:

– DUI: General Impairment/Incapable of Driving Safely — 1st Offense, Misdemeanor
– DUI: Highest Rate of Alcohol (BAC .16+) 1st Offense, Misdemeanor
– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Misdemeanor 1
– Fail to Notify Change in Address, Summary
– Accidental Damage To Unattended Vehicle Or Property, Summary

A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, October 9, with Judge Lowrey presiding.
