FRANKLIN, Pa. (EYT) — Around 10:48 a.m. on June 28, Franklin Police were dispatched to the area of Howard Street and Franklin Industries for a report of persons floating down French Creek and stopping at Franklin Industries, removing steel from their property.

Police say they located 22-year-old Joseph Ketcham and 30-year-old Daniel Ketcham, both of Meadville, and a 15-year-old juvenile who allegedly unloaded the steel at the edge of the creek bed and were just putting their kayak and “barge” into the trailer, preparing to load the steel rails.

All three individuals were arrested on the charges of theft by unlawful taking and receiving stolen property and were brought to Franklin Police Department for processing.

Around 2:56 p.m. on June 28, after being released, Joseph Ketcham returned to his vehicle where he allegedly loaded the steel that he had just been charged with stealing, according to police.

A traffic stop was conducted and Joseph Ketcham was arrested again for theft and receiving stolen property.
