Man Accused of Raping 11-Year-Old Girl Repeatedly in Venango County Faces Hearing Wednesday

RICHLAND TWP., Pa. (ETY) — A 19-year-old Knox man accused of raping an 11-year-old girl repeatedly at a Venango County residence is due in court this week.

According to court documents, a preliminary hearing for 19-year-old Jeremy Scott Fosbaugh, of Knox, is scheduled for 1:30 p.m. on Wednesday, August 1, in front of Magisterial District Judge Andrew F. Fish.

Fosbaugh faces the following charges:

  • Rape of Child, Felony 1
  • Unlawful Contact With Minor — Sexual Offenses, Felony 1
  • Statutory Sexual Assault: 8-11 Years Old, Felony 2
  • Corruption Of Minors — Defendant Age 18 or Above, Felony 3
  • Indecent Assault Person Less than 13 Years of Age, Misdemeanor 1
  • Indecent Exposure, Misdemeanor 1

Fosbaugh remains lodged in the Venango County Jail. Court documents indicate he was denied bail due to “second instance of rape.”

Details of the case:

According to a criminal complaint filed by Trooper Haun, around 4:30 p.m. on January 21, 2017, Trooper Swatzler interviewed a known woman who is a relative of the victim.

The woman told Trooper Swatzler that she was texting the victim earlier that day, and the victim said Fosbaugh had sexual intercourse with her at a Richland Township residence, according to the complaint.

Court documents indicate that the abuse is alleged to have occurred on multiple occasions over a period that started on an unknown date in 2016 and continued through January 2017.

The criminal complaint states that the woman went on to explain that Fosbaugh had previously been charged as a juvenile for sexually molesting the victim when she was 5 years old, which Trooper Swatzler later confirmed.

A forensic interview was conducted with the victim at the Venango County Human Services Complex on January 26, 2017.

According to the complaint, in the interview, the victim disclosed that Fosbaugh would contact her via Snapchat and tell her to take her clothes off. She said he would then come into the room she was in, and if she wasn’t undressed, he would take her clothing off.

The victim then indicated that Fosbaugh would touch her genitals with his hand before making her lay down and initiating sexual intercourse.

The complaint states the victim indicated this terrified her, and she told Fosbaugh to stop, but he ignored her. The victim also stated this made her “feel weird.”

According to the complaint, the victim indicated this occurred on multiple occasions.

The victim also stated that Fosbaugh told her that “nobody can know about what they did together.”

When asked if Fosbaugh used protection during these events, the victim stated, “at first he did not, but then he did.” She also told investigators that she could hear him opening the “thing,” referring to a condom package.

The complaint also notes that Venango County Assistant District Attorney Brenda Servidio interviewed the victim in June 2018, and the victim disclosed the same information that was provided during the forensic interview.
