Details of the case:

The incident occurred in January 2015 at a camp located along Route 428 in Dempseytown, Plum Township, Venango County.

According to a criminal complaint, an investigation began July 31, 2016, after the victim’s mother contacted Franklin-based State Police stating that Allen Sparks committed inappropriate sexual acts against her daughter in January of 2015.

The complaint states that at 9:45 a.m. on August 1, 2016, the victim was interviewed at PSP Franklin, describing the sexual acts Sparks performed.

On August 11, 2016, Sparks was interviewed at the Warren City Police Station, in Warren, Ohio, with a Trumbull County Children and Youth Service representative present. Sparks stated that some of the allegations were true, according to the complaint.

He told authorities that “he became very intoxicated and recalled passing out in bed. He was dreaming of someone he used to date and felt someone crawling over him to sleep next to him. He reached out to hold the victim, reacting to the dream and put his arm around her. (The victim) moved his arm, and he tried again then realized (who the victim was),” the complaint continues.

He stated that “nothing else occurred, and they went to sleep,” according to the complaint.
