Man to Serve Up to 10 Years in State Prison for Sexual Assault in Franklin

FRANKLIN, Pa. (EYT) – A 62-year-old Knox man was sentenced on Tuesday to serve time in state prison for a sexual assault that occurred in Franklin in December 2016.

According to court documents, Venango County Judge Robert Boyer sentenced 62-year-old Steven Lee Carpenter to serve two to 10 years at Camp Hill State Correctional Institution.

Carpenter will be on the lifetime Sex Offender Registration and Notification list.

Carpenter received credit for time served – 230 days.

He pleaded guilty to one count of aggravated indecent assault without consent, a second-degree felony.

Two other counts were dropped as part of a plea agreement.

According to a criminal complaint filed December 22, 2016, Franklin City Police Patrolman Wheeling, was dispatched to the 500 block of Buffalo Street for a report of a possible sexual assault that had occurred.

Patrolman Wheeling was advised that the victim and the perpetrator were both at the location, the complaint stated.

At 10:12 a.m., Patrolmen Wheeling and Barnhill arrived at the scene, knocked on the door, and were invited in by a third party who lives at this residence, the complaint continues.

The victim told police that Carpenter had been staying with her and her boyfriend for approximately one month. She said that on December 7, she was sleeping in her living room on an inflatable mattress, and Carpenter touched her inappropriately. She said the same situation occurred around December 12-13, according to the complaint.

She stated that she had reported the above assault to her therapist on December 14, and her therapist stated that she needed to report the incident to police, the complaint indicates.

“The victim stated that she just wanted the whole problem to go away, so she waited for several days to report it,” the complaint states.
