Manhunt Continues for Venango County Trio

OIL CITY, Pa. (EYT)  – The hunt continues for three Venango County individuals stemming from an attempted traffic stop that led to a pursuit by several authorities.

Last week Magisterial District Judge Andrew Fish has issued arrest warrants for the following individuals:

– Twenty-year-old Asia C. Hall, of Oil City;
– Twenty-year-old Timothy R. Wolf, of Oil City; and
– Twenty-year-old Jordan W. Dodge, of Franklin.

The warrants were issued as a result of a traffic stop on August 21 around noon.

Anyone knowing the whereabouts of these individuals is asked to contact the Oil City Police Department 24 hours a day at 814-678-3080.

Details of the incident:

Chief Robert J. Wenner was on patrol in an unmarked police unit on Glenview Avenue near East Bissell Avenue when he observed Hall entering the intersection driving a white Chrysler Sebring convertible.

Chief Wenner asked dispatch to run Hall’s driver’s license but was quickly informed by another officer that her license was suspended.

Chief Wenner initiated a traffic stop in the 100 block of East Bissell Avenue. At that time, he requested back up units “based on his knowledge of the occupants.”

Hall initially pulled the vehicle to the left side of the roadway.

As Chief Wenner began to exit his vehicle, Hall quickly sped away, continuing on East Bissell Avenue in the direction of Harriott Avenue.

Other officers were dispatched and a pursuit ensued.

“The pursuit was brief, but traveled through multiple residential neighborhoods,” said Chief Wenner in a press release issued Tuesday.

Hall had violated many traffic laws throughout the course of the pursuit, but when speeds reached an unsafe limit, Chief Wenner called all units off to ensure the public safety as the operator and several occupants had already been identified.

“Thanks to community involvement, eyewitnesses who observed violations after the pursuit was called, quickly alerted police to the fact that the vehicle was parked in the Assumption Church Parking lot,” stated Chief Wenner.

Additional information provided by the community was that the actors fled the vehicle on foot, running down the embankment behind the church, across the former railroad bridge, and continuing on Route 8.

Several other law enforcement agencies to include the Pa State Police of the Franklin barracks, Venango Co. Sheriff’s Dept., Sugarcreek Borough Police, and Pa Waterways Conservation Officers joined with Oil City Officers in a search of the immediate area near the Dollar General Store on Route. 8 as information came in that the actors were running along the banks of Oil Creek. Other civilians and business owners in the area provided additional assistance by reporting what they were observing at a safe distance.

During follow up interviews post pursuit with the vehicle owner, it was learned that her vehicle was being used by her daughter, both of Oil City, in the early morning hours of August 21, 2017. The vehicle owner’s daughter used the vehicle and returned to her home where Hall was visiting.

The daughter informed police that upon returning home, she went back to sleep. She stated that after she was asleep, Hall had taken the keys from a common area of her home, then stole the vehicle from her driveway.

A fourth individual, a black male, was observed in the back seat of the vehicles with the others.

Upon identifying him, charges that mirror those of Wolf and Dodge will be filed.

The following charges have been filed on Hall, Wolf, and Dodge:

– Criminal Conspiracy to Commit Theft of a Motor Vehicle, Felony 3;
– Criminal Conspiracy for Receiving Stolen Property, Motor Vehicle, Felony 3; and
– Unauthorized Use of a Motor Vehicle, Misdemeanor 2.

The following additional criminal charges have been filed against Hall:

– Recklessly Endangering Another Person, Misdemeanor 2 (seven counts);
– Fleeing or Eluding Police — Felony 3;
– Reckless Driving, Summary;
– Careless Driving, Summary;
– Driving Vehicle at Safe Speed, Summary;
– Duties at Stop Signs, Summary;
– One Way Roadways, Summary; and
– Driving While Privilege is Suspended or Revoked, Summary.
