Charges Against Oil City Couple Accused in Assault Cases Held for Court

OIL CITY, Pa. (EYT) — An Oil City couple who have been accused of assault in two separate cases were held for court this week.

According to court documents, the cases against 36-year-old Kelly Jean Chrispen and 38-year-old Michael Andrew Lincoln, both of Oil City, were held for court on Wednesday, October 3.

Chrispen faces one first-degree misdemeanor count of simple assault, one first-degree misdemeanor count of endangering the welfare of children, and one summary count of harassment.

Lincoln faces one first-degree misdemeanor count of terroristic threats, one second-degree misdemeanor count of simple assault, and one summary could of criminal mischief.

Chrispen was lodged in the Venango County Jail. She was released on Monday, October 1, on a $10,000.00 surety bond posted by a professional bondsman.

Lincoln was also lodged in the Venango County Jail. His bail, originally set at $25,000.00 cash, was modified to unsecured bail, so he could be returned to state prison on a parole detainer.

Lincoln’s case:

According to a criminal complaint, around 11:28 p.m. on Thursday, September 27, Oil City Police Officers responded to a residence on Colbert Avenue for a report of a domestic dispute and 38-year-old Michael Lincoln Sr., of Oil City, was last seen in possession of a knife alone with children at the residence.

Officers arrived at the scene and spoke with Kelly Chrispen who reported that Lincoln had threatened to slice her throat with a knife and proceeded to chase her out of the house. She also reported that Lincoln threw objects at her outside of the residence prior to leaving the scene.

According to police, later that evening Lincoln was picked up on a traffic stop on the South Side of Oil City.

Lincoln was arraigned on September 28 in front of Magisterial District Judge Patrick E. Lowrey.

Chrispen’s case:

According to a criminal complaint, on Saturday, September 29, Oil City Police received a report that a known juvenile was abused by his mother, Kelly Chrispen.

The juvenile had stated that Friday, September 28, Chrispen was attempting to get into a safe that did not belong to her and asked the juvenile for the code to the safe.

According to the complaint, when the juvenile stated he did not know the code, Chrispen slapped him in the face and began to yell at him. The juvenile stated that this repeated five more times.

The complaint notes that Patrolman Lawton, of the Oil City Police Department, observed redness and bruising from where the juvenile was struck in pictures provided by the individual who reported the issue.

Chrispen was arraigned on Saturday, September 29, in Magisterial District Judge Patrick E. Lowrey’s office.
