According to a criminal complaint, officers had been conducting an investigation of drug use and distribution at a residence located at 7 Bishop Avenue.

On Sunday, October 14, the Oil City Police Department executed a search warrant on the residence. During the course of the search warrant, police located a substantial amount of suspected heroin. Police also discovered suspected heroin in a Vicks VapoRub container.

The complaint states that on Tuesday, October 9, and Wednesday, October 10, Heather Morgan conspired with another known individual to remove, alter, destroy, conceal, or remove evidence, namely suspected heroin, with the intent to impair an investigation.

Morgan was arraigned at 11:15 p.m. on Sunday, October 14, in Magisterial District Judge Andrew F. Fish’s office.

Unable to post $65,000.00 monetary bail, she was lodged in the Venango County Jail.
