OC Man Busted for Drugs After Woman Found Unconscious in Car Then Caught with Meth in Jail

OIL CITY, Pa. (EYT) — An Oil City man is facing felony drug charges after an unconscious woman was found in a vehicle in Oil City, and then he was caught with methamphetamine in the Venango County Jail,.

According to court documents, on August 29, the Oil City Police Department filed criminal charges against 34-year-old Eugene Clarence Johnson Jr., of Oil City.

Details of the case:

Around 10:07 a.m. on Wednesday, August 15, officers of the Oil City Police Department responded to a report of a man and woman in a vehicle who appeared to be using some type of drugs on River Street in Oil City, according to a criminal complaint.

The complaint states that Oil City Police Officers observed Jessica Armant who appeared to be unconscious in the front passenger seat of a maroon Ford sedan (a rental vehicle from Meadville).

Armant was allegedly found to be in possession of a syringe loaded with a controlled substance and other drug paraphernalia, all of which were in plain view. Armant was also found to be under the influence of a controlled substance and was placed under arrest, the complaint states.

According to the complaint, Armant stated she “didn’t even get a chance to shoot up today.”

A known individual then reported they had seen the man who drove the vehicle and believed it to be Eugene Johnson.

The vehicle was seized in order to obtain a search warrant.

According to the complaint, a man known to the officers as Eugene Johnson then exited a nearby residence and stated he had items belonging to him in the vehicle. When the officers requested the keys, Johnson went into the residence and came back out with them.

The complaint notes that a search warrant was then obtained and was executed on Thursday, August 16.

Multiple items were seized including items related to possession with intent to deliver controlled substances, a prohibited offensive weapon that was found in the driver’s door, and multiple items of drug paraphernalia including:

  • A yellow zip bag containing multiple small zip lock bags, some unused and some containing residue of controlled substances including crystal methamphetamine and buprenorphine (suboxone),
  • A filter removed from a cigarette, consistent with the use of drugs via syringe
  • Bottle caps with residue of a controlled substance, and
  • A prescription bottle of buprenorphine belonging to another, out of New York.

Johnson faces the following charges:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver Felony (two counts)
  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (three counts)
  • Possession of Controlled Substance, Misdemeanor (two counts)
  • Use/Possession Of Drug Paraphernalia, Misdemeanor (two counts)
  • Make Repairs/Sell/Etc Offensive Weapon, Misdemeanor 1

Bail was set at $25,000.00 monetary.

A preliminary hearing is scheduled for 8:30 a.m. on Wednesday, September 5, with Magisterial District Judge Andrew F. Fish presiding.

Charges are expected to be filed against Armant soon.

Johnson Found with Meth in Venango County Jail

According to a criminal complaint, on August 16, while being held in the Venango County Jail, Eugene Johnson had a bag of suspected methamphetamine in his mouth.

Franklin Police Department filed following charges against Johnson on August 20 in Magisterial District Judge Matthew T. Kirtland’s office:

– Contraband/Controlled Substance, Felony 2
– Use/Poss Of Drug Paraphernalia, Misdemeanor
– Intentional Possession Controlled Substance By Person Not Registered, Misdemeanor

Bail for this case was set at $5,000.00 monetary.

Charges were waived for court on August 29.

These charges were transferred to the Venango County Court of Common Pleas.

He remains lodged in the Venango County Jail.
